Through INARA, USAID seeks to increase the supply of electricity generation at the community level and to increase the cost-effectiveness, eco-friendliness, sustainability, and reliability of power supply, while clarifying and strengthening the enabling environment for renewable energy-based electrical power generation.
The project will run for 5 years and started in September 2021. The position is based in Beirut, Lebanon. This position will start on November 8, 2021 as a consultancy contract, and then shift to a full-time employee contract after a trial period contingent on performance and USAID approval.
Role and Responsibilities
Overview summary statement of position. The MEL Manager will report to the COP.
The position is responsible for the following:
- Working with the project team to create the MEL Plan in accordance with relevant USAID FAR. This includes developing the performance indicators, final results framework outlining INARA’s theory of change including the main goal(s), objectives, results, and numerical targets, and the Performance Indicator Reference Sheets, as well as theQuality Assurance Surveillance Plan (QASP)
- Develop monitoring tools based on performance indicators and track targets
- Contribute to quarterly progress reports and annual reporting
- Creating research and analysis methods and training other INARA staff on MEL activities as needed
- Ensuring data collected is able to be dissagregated by gender, and other criteria
- Coordinating with the USAID/Lebanon MEL partner as needed
- Managing day to day activity tracking.
- Maintaining the project’s databases.
- Manage the delivery of project reports, ensuring accurate and consistent reporting according to the project’s performance indicators.
- Working with communications staff to inform project descriptions and narratives.
- Manage external evaluations.
- Following evaluability guidelines.
- Reviewing indicator data regularly with other INARA staff for adaptive management purposes
- Reviewing MEL plan quarterly to update and reflect adaptations made to project
- Other tasks as required.
Required Qualifications
- Bachelor’s degree in international development, social sciences, business or related field. Master’s degree preferred.
- At least 4 to 6 years’ MEL experience on USAID projects.
- Experience designing a MEL system, and training partners and other staff on the implementation of the system
- Experience with analysis of MEL data for adaptive management and learning purposes
- Familiarity with renewable energy, WASH, infrastructure, or other types of projects with a construction component. Desirable
- Strong data collection and analysis skills.
- Strong writing and communication skills .
- Fluent in English. And Arabic
