Position Summary:
The Monitoring Specialist will conduct third party monitoring (TPM) activities to perform outcome monitoring and compliance monitoring, ensuring robust and rigorous data collection and quality control. The Monitoring Specialist will design data collection instruments and conduct site visits and activity oversight/verification using the approved instruments. Following site visits, the Monitoring Specialist will perform investigation of the TPM data and write reports based on site visit findings.
Responsibilities:
- Guide development of data collection instruments for administration during site visits, data collection plan, and data analysis plan.
- Provide training on use of data collection instruments by enumerators during site visits.
- Focus on ensuring data is high quality and free from errors and in line with the technical design of the project within training.
- Travel to sites to monitor activity progress and implement compliance with USAID regulations.
- Clean and inspect data as it is received.
- Prepare preliminary reports for review.
- Manage monitoring data within the project’s monitoring database.
- Conduct three data quality assessments per year.
- Support USAID/Lebanon’s centralized performance management system.
- Use flexible and adaptable systems and work plans in case of unanticipated changes such as remote monitoring during the COVID-19 pandemic.
Qualifications:
- Bachelor’s degree in international development, social sciences, economics, or a related field, Master’s degree preferred.
- Minimum of seven years of experience in data collection, evaluation, quality control and social sciences.
- Strong experience collecting monitoring data related to development programs required.
- Experience implementing third party monitoring programs preferred.
- Strong experience with quantitative and qualitative research methods.
- Proficiency in Microsoft Office skills (Excel, Word, Outlook, and PowerPoint), SPSS or STATA, and qualitative analysis tools required.
- Experience with mobile and web-based applications preferred.
- Demonstrated management, analysis, reporting, and communications skills required.
- Experience on a USAID project preferred.
- Fluency in English and Arabic required.
