Finance and Administration Officer

Through INARA, USAID seeks to increase the supply of electricity generation at the community level and to increase the cost-effectiveness, eco-friendliness, sustainability, and reliability of power supply, while clarifying and strengthening the enabling environment for renewable energy-based electrical power generation.

The project will run for 5 years and started in September 2021. The position is based in Beirut, Lebanon. This position will start on November 8, 2021 as a consultancy contract, and then shift to a full-time employee contract after a trial period contingent on performance and USAID approval.

Role and Responsibilities

Overview summary statement of position. The FAO report to the Director of Finance and Administration.

The position is responsible for the following:

  • Preparing local/corporate payments, expense claims and Payroll slips.
  • Assisting with the preparation of monthly financial reports
  • Holding petty cash payments transactions and cash counts all while ensuring compliance with INARA and USAID policies and procedures.
  • Preparing payments, expense claims.
  • Coordinating with Subcontractors and Vendors on payment collection.
  • Entering data related to payments from all departments into Costpoint.
  • Organizing all financial data by filing.
  • Assisting DFA by tracking staff leaves, timesheets, staff travels and monitoring the whereabouts of all staff members traveling for work purposes.
  • Assisting in Due Diligence and Vetting process
  • Reporting any troubling discoveries or suspicion of wrongdoing to the manager.
  • Conducting administrative tasks.
  • Coordinating with the bank on weekly basis for transfers and cash withdrawals.
  • Ensuring that all financial transactions are done with integrity and cost effectiveness and are necessary for achieving the program goals.
  • Required Qualifications

  • Bachelor’s degree in finance related field or professional accountancy qualification.
  • At least 2 to 3 years’ Finance experience on USAID projects or similar donors.
  • Good communication skills – verbal and written Arabic and English.
  • Proactive in anticipating problems and promoting the function.
  • Relevant experience in using financial/accounting software packages and use of other IT software, such as Microsoft applications.
