MEAL Coordinator – North and Akkar  

The responsibilities of the MEAL Coordinator include project and operational management, financial management and communication. The MEAL Coordinator is based in Tripoli  with frequent travel to the field: North and Akkar . The position reports to the Head of Mission and programme coordinator, oversees the MEAL team in arche noVa and in the partner organization.

The MEAL Coordinator is responsible for development of the MEAL plan and MEAL tools and implementation of all MEAL activities within arche noVa  projects.

Position to be filled: by December 2021 or as soon as possible
Duration: Contract till 31.12.2022 with a 3 months probationary period, extension is desired.
The contract is subject to the project approval by the donor.

Your responsibilities

  • Develop MEAL tools according to the arche noVa MEAL guidelines and the donor requirements, in coordination with HoM and regional MEAL Advisor.
  • Develop MEAL plan for all project components
  • Organize and conduct base line study on all project components mid and endline surveys, together with the project managers and programme coordinator
  • Oversee the needs’ assessment exercises, HH baseline surveys, etc.
  • Supervise the data collection in the field, ensuring the coordination among relevant staff, the quality of the data collection and its compliance with MEAL guidelines and donor requirements.
  • Train field, project and partner staff on data collection through the defined MEAL tools.
  • Undertake field visits, to the partner’s intervention areas, spot-checks & MEAL activities, to ensure that the activities are closely and well monitored.
  • Provide training, coaching and technical assistance, and support, as well as to ensure that accountability tools are understood and being implemented effectively by implementing partners.
  • Perform data quality checking and data analysis on regular basis.
  • Regularly attend sector/cluster and inter-agency meetings on behalf of arche noVa.
  • Provide relevant timely updates (reports) according to the donors’ rules on the projects Logical Framework and its indicators (including Activity Info).
  • Closely collaborate with the AN programme coordinator/HoM and Project Managers and provide information where needed and relevant material for the visibility of the project and the organization.
  • Finalise monthly reports and analysis reports (including need assessment), according to the reporting deadlines and the projects/Delegation needs.
  • Support audit, internal, and external evaluations.
  • Leading partners implementation teams for project implementation.
  • Participate in organizational development as well as contributing to the arche noVas country and regional strategy.

Your competencies

  • Bachelor degree in International Development, MIS, Social and Behavioral Sciences, Statistics, Public Administration, or any other related field.
  • 2 to 3 years of demonstrated experience in M&E/MEAL
  • Very good and proven knowledge of monitoring and evaluation methodologies and tools.
  • 1-2 years experience in social and community engagement activities, at the levels of project implementation and/or M&E.
  • Experience with regards to implementation of beneficiary complaint and feedback mechanisms
  • Experience in Humanitarian projects, preferably in WASH and livelihood.
  • Sound knowledge of the humanitarian principles and local and international humanitarian standards.
  • Strong analytical, verbal and writing skills.
  • Strong communication skills, including ability to communicate technical content to varied audiences, including people with limited literacy
  • Skills in conflict resolution, facilitation and negotiation
  • Sound knowledge in SPSS and/or Access (Data management, analysis, and M&E reports development).
  • Excellent knowledge of Excel, Word, and Power Point.
  • Well organised and attentive to details. Ability to treat individuals with fairness and respect, demonstrating sensitivity for ethnic, cultural and gender differences.
  • Willingness to undertake frequent travel to field locations across Lebanon, with a valid driving license.
  • Language: Fluency in Arabic and English. (written & oral)
  • Flexibility, ability to work under stress and capacity to meet tight deadlines

  • Ensure all activities are gender sensitive and follow arche nova  Equity Policy;
  • Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to arche nova and to not jeopardize its humanitarian mission in Lebanon;
  • Other duties as assigned

Nice to have:

  • Knowledge on cross-cutting issues (such as gender, inclusion and climate change) and related best practices
  • Knowledge about funding and operation mechanisms especially on country level (like EU, UN OCHA UNICEF , KFW, etc)
