GIS and Data Analyst

Through INARA, USAID seeks to increase the supply of electricity generation at the community level and to increase the cost-effectiveness, eco-friendliness, sustainability, and reliability of power supply, while clarifying and strengthening the enabling environment for renewable energy-based electrical power generation.

The project will run for 5 years and started in September 2021. The position is based in Beirut, Lebanon. This position will start on November 8, 2021 as a consultancy contract, and then shift to a full-time employee contract after a trial period contingent on performance and USAID approval.

Role and Responsibilities

Overview summary statement of position. The GIS and Data Analyst will report to the COP Schedule and Document Controller The position is responsible for the following:

 

  • Support INARA’s technical interventions in renewable energy in Lebanon by designing, analyzing and creating digital and geographical platforms in support of USAID Lebanon objective
  • Establish INARA’s GIS internal system including software selection and configuration, visualization and data
  • Lead INARA’s GIS reporting internally and externally including donor reports, monthly updates, and implementation progress reporting
  • Provide an overall mapping of all renewable energy projects in Lebanon, existing and forecasted
  • Prepare and compile technical data, statistics, maps, charts on an ongoing basis
  • Support with online research and in visualizing INARA’s research outcomes into data

Required Qualifications

  • Must have at least three years of professional GIS experience
  • A Bachelor's degree in Geography, GIS, Surveying, Engineering, Planning, or computer Science may substitute for one year of professional experience.
  • Experience in cartographic principles and techniques to include map datum, projections and coordinate systems
  • Experience configuring and maintaining Collector app, Survey123 app, or similar tools.
  • Broad technical knowledge of the inter-related elements and automation of surveying, mapping, cartography and land survey;
  • Experience researching, interpreting, assisting and/or training others in cartographic techniques, interpretation of municipal corporate boundary descriptions and other land descriptions, aerial photography, road construction plans, R/W maps, land survey data
  • Experience capturing and converting geographic data through operating GIS and CAD systems.
  • Demonstrated working knowledge of spatial concepts, applications, how spatial data is stored, integrated, manipulated, viewed, and analyzed.
  • Knowledge and ability in capturing and converting GIS data through operating GIS (preferably ESRI).
  • Proficient problem-solving skills using data analysis.
  • Knowledge and skill in creating/soliciting, processing, analyzing and managing vector and raster GIS data and corresponding metadata.
  • Experience with working on infrastructure programs preferred

Strong English skills required.
