IM Officer (Beirut or Zahle)

Major Duties and Responsibilities:

Technical Support:

  • Manage data collected by Medair or by health center staff which includes processing, verification, validation, analysis and maintaining the databases
  • Participate in the development, implementation and review of information management needs and solutions
  • Update and maintain health Dashboards and support with other dashboards when needed
  • Create and maintain surveys using ODK/Survey123
  • Input into data collection plan with Health team and health center staff
  • Identify gaps and technical needs and come up with solutions for these challenges
  • Creation and support of IM tools
  • Take part as a member of the IM Task Force at Medair with the responsibilities that it entitles
  • Support in training for Medair teams, partners or different NGOs as needed
  • Support logistics activities
  • Preparation of training manuals for users
  • Gather and document requirements for developing any information system, including the DHIS2 modules to be developed
  • Deploy, maintain and administer the DHIS2 implementations including assigning rights to users, maintaining backups and functionality of the systems
  • Write reusable, testable and efficient code, including writing tests and test cases
  • Based on agreed specifications, design, develop and maintain the DHIS2 data entry modules reports, dashboards and visualizations
  • Develop training materials and train users on system modules and functionalities developed, in addition to conducting pre and post training assessments to gauge the effectiveness of the trainings
  • Work with existing team members in other software development projects as required in determining the appropriate frameworks, tools and technologies to be used for implementing any database or information system, taking context, existing capacity and other guiding principles (e.g. open source, already in use in the health sector) into account

Development

  • Support the work of the Senior IM/ITS Officer in the onwards development of Information Management Systems including DHIS2, LMMS, ODK, GIS, Qlik etc.
  • Build new applications in XLS Format for usage on ODK
  • Identify gaps and technical needs and come up with solutions
  • Creation and support of IM tools
  • Developing, updating and maintaining applications as requested
  • Ensure suitable training provided to Assessment and Distribution Teams in the various information management systems used in operations, including DHIS2, LMMS, ODK etc.
  • Provide technical support and specified training to Team Leaders in technical usage of Medair Information Management systems in the field and office as necessary
  • Develop, update and maintain Qlik dashboards when needed

Communication

  • Work closely with Senior IM/ITS Officer on planning future work and data requirements
  • Communicate with the Senior IM/ITS Officer any problems or technical software updates during project implementation or with information management
  • Communicate with sector teams to ensure that IM requirements meet the required purpose, are timely, and are adapted as appropriate

 

Reporting

  • Assist in the generation of the final and interim reporting of the different projects
  • Support in analysis of collected data using DHIS2, LMMS, ODK and other software
  • Create and share monthly data exports and provide additional exports based on requests
  • Report projects data generated during implementation internally and externally to Medair as required

 

Teamwork

  • Foster good working relationships within the IM/IT team and with other Medair teams and external stakeholders
  • Work where required to help the various activities carried out by Medair Lebanon

 

General

  • Be flexible, willing to assist in other areas of work as relevant and needed
  • Maintain a transparent, honest, and supportive communication structure with the Medair team, with communities, beneficiaries, and donors

Person Specification:

  • Bachelor in Computer Sciences, Telecom or related subjects
  • 2 years experience of working in an office with data sets and data collection tools (IM tools)
  • Work experience in an NGO
  • Knowledge of DHIS2, Plugon development
  • Good knwoledge of English and Arabic (written and spoken)
  • Excellent ability in Microsoft Excel, good knowledge of other Windows and Office Packages
  • Computer knowledge hardware and software
  • Knowledge of SQL and programming languages PHP, C#, mysql, mobile applications...
  • Knowledge of xlsform
  • Preferable knowledge of statistical platforms (Qlik)
  • Self-motivated, team player with good inter-personal skills
  • Creative, open-minded, flexible
