WASH Project Coordinator - on behalf of Tankamel Sawa

Tankamel Sawa is a local NGO implementing aid projects in the areas of North Lebanon and Akkar. TKS is fully supported and funded by arche noVa e.V. – Initiative for People in Need, a non-profit organization with its headquarters located at Dresden, Germany.

The WASH project coordinator holds the overall responsibility for the successful initiation, planning, execution, monitoring, controlling and closing of the Tankamel Sawa WASH activities through the proper coordination with archenoVa, the relevant authorities and the stakeholders, to respond to the Syrian Refugee Crisis and vulnerable Lebanese Host Communities. In addition, s/he is in charge of monitoring the quality of the implementation also make sure that the implementation meets the standards and the qualities set in the project and defined by the donors’ rules and procedures, in the same time both, TKS and AN standards shall be respected.

 

Essential Responsibilities and Duties:

Project coordination Roles and Responsibilities

Under direct supervision and coordination with the WASH Project Manager – ArcheNova the WASH Project Coordinator will perform the following tasks:

  • Setting objectives for staff and give them the support needed.
  • Supervise and manage day to day work of the directly related TS staff
  • Develop a detailed program/project plan aligned with the defined scope and objective of the program/project and monitor the progress.
  • Provide support to WASH PM -AN in coordinating all stakeholders and partners engaged in the project work.
  • Direct communication with the community, community Leaders, Municipality, CMCs and any other related partners.
  • Record and manage project issues and risks and defining a proper action plan.
  • Provide a weekly and upon request an update report to TKS Operation manager and AN wash project manager.
  • Support in the recruitment process upon need.

Operational Roles and Responsibilities

  • Assess the relevance of different WASH activities, proceed with the selection of the targeted communities according to the feasibility and appropriateness of different program activities.
  • Conduct technical site assessments in order to ensure proper preparation of the BoQ for the construction of needed WASH facilities.
  • Oversee/prepare/approve the preparation of design basis calculations, technical drawings and specifications, and associated bill of quantities.
  • Supervise the work of contractors/consultants as required, including defining scope of work, preparation of tender documents, bid evaluations, and contract management.

Supervise and monitor the construction and rehabilitation of community water points, sanitation infrastructure through service and/or work agreements (in accordance with Municipality/Technical Authority requirements).

  • Ensure that technical components of the projects are in compliance with relevant national regulations.
  • Supervise the activities related to WASH program implementation in the affected areas, including regular visits to observe progress of implementation.
  • Give prior approval for the executed work before final approval from the WASH PM -AN
  • Supervise monitoring and evaluation of the projects to determine more areas for improvement and best practices.
  • Facilitate planning meetings and workshops when required.
  • Ensure development and facilitate requirement for effective and efficient oversight, support, quality control and reporting systems and processes
    • Ensure updated project documents, for quality and timely implementation of project.
    • Ensure regular field monitoring and modifications when required.
    • Ensure maintenance of database/archive/records of reports and project documents.
    • Ensure reporting guidelines for field trips, awares etc. are adhered to donor requirements.
  • Participate with the PM in Assessing the capacity of NLWE and were applicable Municipalities and analyze the needs; to define and choose the training subjects and acquire the necessary equipment.
  • Preparing ToRs and participating in conducting training sessions with the PM.
  • Participate in selection of the Pilot municipality(s) and in establishing CMC ‘s with the PM
  • Coordinate with Admin to ensure that budgets are respected for project activities. Ensure that expenditures are planned and properly managed on monthly basis.
  • Develop an awareness-raising plan participate in its implementation.
  • Ensure compliance with overall TKS and AN strategy and other relevant guidelines.
  • Participate in meetings with TKS and AN regarding progress of the project and clarifying issues/concerns and ensuring implementation of agreements as the case may be.
  • Advise TKS operation manager and AN WASH Project Manager in strategic matters with regards to the WASH Program when needed.

Monitoring and Reporting

  • Provide supervision, guidance, and oversight of field-based construction supervisors including Foreman to ensure quality assurance and quality control of construction works and adherence to design specifications and standards.
  • Collect photos from the field at the initial stage, during the progress activities and at the end of construction activities when needed.
  • Support MEAL in capturing feedback from beneficiaries when needed.
  • Develop an archive for all the activities performed and implemented within the project and to keep documents for any future references
  • Prepare reports for ongoing activities, as well as collaborating in the assessment reports, pre-implementation and evaluation reports post-implementation.

Representation and Coordination

  • Coordinate in the field with other partners/stakeholders within the national WASH sector as required.
  • Represent TKS in the Cluster meetings to be abreast of the latest cluster updates on who is working where, what, when in order to avoid duplication.
  • Coordinate with Municipality/Landowner or any other related stakeholders to manage project approval processes, informs Municipality/Landowner about the current situation of the projects in order to ensure the overall participation of the mentioned actors.

All the mentioned tasks will be evaluated at the end of the 3 months probation period and basing on the performance appraisal that will be conducted.

 

Your competencies:

  • University degree in Civil or Mechanical Engineering, /or any relevant field.
  • A minimum of 3 years of related working experience.
  • Project Cycle Management Certificate is a plus.
  • Experience in Project Management and coordination.
  • Sectorial experience in e.g. WASH programs, hygiene promotion activities, environmental activities, community-based approach.
  • Fluent in English and Arabic (French is a plus).
