Job Overview
The M &E Manager will be responsible of the implementation, review and evaluation of M & E system. He / She will ensure quality, effectiveness, and appropriateness of the program and will be accountable to beneficiaries.
RESPONSIBILITIES, MAIN DUTIES AND REPORTING:
- Support the development of M & E plan, indicator matrices, and clear data collection plan.
- Work with the program manager to develop an M & E plan that outlines the different steps that are required.
- Assist the Program Manager in setting up Key Performance Indicators for monitoring and evaluation.
- Develop effective flow of information channels to ensure effective and efficient communication.
- Conduct day-to-day monitoring to assess the overall performance and achievements.
- Carry out quarterly evaluation through difference techniques such as surveys, group discussions, observations on the field, case studies, interviews, etc.
- Submit quality reporting regarding program evaluation.
- Lead on the development and oversee the roll out of an organizational M & E system ensuring accountability to donors and beneficiaries.
- Promote all aspects of monitoring and evaluation to support the creation of an organizational culture which prioritizes quality programming.
- Identifies new elements (systems, tools, processes) required under the M & E system.
- Collect, analyze, and present qualitative and quantitative data through written reports.
- Sustains information systems results by defining, delivering, and supporting information systems; auditing application of systems.
- Ensure timely communication of M & E findings at all levels.
- Assist the CP Officer in strengthening the accountability mechanism.
- Set up simple systems to manage information generated by M & E activities.
Training and Capacity Building:
- Attend all trainings planned and evaluate these trainings.
- Suggest any topic for future trainings based on the needed skill or knowledge.
General Policies:

- Abide by the values and principles of all policies set by the organization.
- Perform other duties assigned by the direct supervisor.
REPORTS TO:
Program Manager
EDUCATION AND BACKGROUND:- Bachelor's Degree in Business management, statistics, social sciences, or other related fields.
- Minimum of 1 years experience working at an NGO as an M&E Officer or Reporting Officer or similar number of years of experience as a data analyst.
- Demonstrate experience in the design and use of both qualitative and quantitative data collection tools, and data coding, cleansing, and presentation.
- Good Microsoft Office skills (Word, Excel, PowerPoint and Outlook)
- Excellent analytical and reporting skills
- High confidentiality, respect, and non-discrimination attitude.
- Strong communication skills.
- Team player, flexible, able to handle pressure well and work in cross-cultural setting;
- High level of planning and organizing (ability to meet deadlines)
- Strong interpersonal skills and a proven ability to work effectively with others

- Ability to show initiative and take responsibility
- Good understanding and knowledge of the humanitarian principles.
