M & E Manager

Job Overview

The M &E Manager will be responsible of the implementation, review and evaluation of M & E system. He / She will ensure quality, effectiveness, and appropriateness of the program and will be accountable to beneficiaries.  

 

RESPONSIBILITIES, MAIN DUTIES AND REPORTING:

1. Support the development of M & E plan, indicator matrices, and clear data collection plan.
2. Work with the program manager to develop an M & E plan that outlines the different steps that are required.
3. Assist the Program Manager in setting up Key Performance Indicators for monitoring and evaluation.
4. Develop effective flow of information channels to ensure effective and efficient communication.
5. Conduct day-to-day monitoring to assess the overall performance and achievements.
6. Carry out quarterly evaluation through difference techniques such as surveys, group discussions, observations on the field, case studies, interviews, etc.
7. Submit quality reporting regarding program evaluation.
8. Lead on the development and oversee the roll out of an organizational M & E system ensuring accountability to donors and beneficiaries.
9. Promote all aspects of monitoring and evaluation to support the creation of an organizational culture which prioritizes quality programming.
10. Identifies new elements (systems, tools, processes) required under the M & E system.
11. Collect, analyze, and present qualitative and quantitative data through written reports.
12. Sustains information systems results by defining, delivering, and supporting information systems; auditing application of systems.
13. Ensure timely communication of M & E findings at all levels.
14. Assist the CP Officer in strengthening the accountability mechanism.
15. Set up simple systems to manage information generated by M & E activities.

Training and Capacity Building:

1. Attend all trainings planned and evaluate these trainings.
2. Suggest any topic for future trainings based on the needed skill or knowledge.

REPORTS TO: 

Program Manager

EDUCATION AND BACKGROUND:

• Bachelor's Degree in Business management, statistics, social sciences, or other related fields.

• Minimum of 1 years  experience working at an NGO as an M&E Officer or Reporting Officer or similar number of years of experience as a data analyst.
• Demonstrate experience in the design and use of both qualitative and quantitative data collection tools, and data coding, cleansing, and presentation.

KNOWLEDGE, SKILLS AND ABILITIES:

• Good Microsoft Office skills (Word, Excel, PowerPoint and Outlook)
• Excellent analytical and reporting skills

• Team player, flexible, able to handle pressure well and work in cross-cultural setting;
• High level of planning and organizing (ability to meet deadlines)

• Good understanding and knowledge of the humanitarian principles.
