Legal Clerk (TBA Focal Point)

INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.

 

Job Title        : Legal Clerk (TBA Focal Point)

Reports to       : Legal Officer

Duty Station    : Tripoli office   – TBA Headquarter

Position Type  : Full time

 

Job Purpose:

The Legal Clerk (TBA Focal Point) will work at the headquarters of the Tripoli Bar Association (TBA) in Tripoli, and will be the link between INTERSOS and the TBA for all the administrative activities related to the project, as described in the section below "Specific Duties". The technical part will be followed by the INTERSOS legal team.
S/he will work in close collaboration with INTERSOS administrator, assessing the administrative legal needs, identifying areas where improve efficiency and respect timelines.
S/he will be in close contact with the responsible of the TBA, lawyers and interns involved in the project activities, creating a good relationship with all the professionals involved.

 

Generic Duties:

  • He/ she should organize regular monthly meetings to be held with TBA lawyers and interns in the presence of INTERSOS Legal Officer with a Minutes to be archived and documented.
  • Shall s/he attend the weekly and monthly meetings held by INTERSOS.
  • Provide day-to-day monitoring and follow-up to the TBA lawyers
  • Act as link between INTERSOS team and TBA lawyers by referring the cases in needs of legal representation
  • Divide the cases fairly and equally between the designated lawyers

 

Specific Duties:

  •  Lead and manage all required documentation for legal representation fees and remuneration with lawyers included in the MoU with TBA under the supervision of the Legal officer and in close coordination with the admin officer
  • Support the Legal Assistance Team in getting updates on the legal representation cases by getting the supporting documents, and providing the lawyers with the designated tracking sheet to be filled
  • Support Administrative and Finance department in paying legal representation fees and remuneration for lawyers
  • Submit weekly and monthly reports on legal representation related inputs.
  • Support the Legal officer in conducting regular performance appraisal and evaluation to the TBA lawyers
  • Support the Legal officer in the recruitment process of the TBA lawyers
  • Attend INTERSOS office to follow-up on the Legal representation cases with the legal team

 

Education:

University Degree in law or similar field. Good knowledge TBA and general legal and law matters.

 

Competencies:  (Knowledge, Skills & Abilities)

Professional Competencies:

  • Minimum 1 year of relevant experience.
  • Good knowledge TBA and general legal and law matters.
  • MS proficiency (Word, Excel, etc.).
  • Reporting skills.
  • Previous experience in humanitarian work (preferably working on refugee related legal issues).
  • Driving License issued more than one year ago.
  • Familiarity with international protection and human rights legal standards, knowledge of civil documentation issues and procedures, legal status and residency renewal process of refugees is considered a plus.
