Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.

World Learning has an immediate vacancy for its Beirut-based “Business Intelligence Consultant” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI II) in Lebanon. This position is for a Lebanese national.

Scope and Responsibilities

Under Outcome 3 “Improved National-Level Service Delivery of Education” QITABI 2 program is providing support to the Ministry of Education and Higher Education (MEHE) and the Center for Educational Research and Development (CERD) by conducting Human and Institutional Capacity Development HICD and developing their Strategic Plans.
The “Business Intelligence Consultant” will be working in close coordination with QITABI 2 Public Sector Organization Development Specialist.

The consultant will be setting a roadmap to the development of a dashboard that will support MEHE’s management in its everyday operations. He/She will be mainly:

• Fully understanding and analyzing the data landscape in databases and applications of MEHE
• Gathering end user reporting and dashboard requirements
• Work with multiple data sources and databases
• Using and developing data collection processes
• Reviewing and validating data
• Communicating insights to QITABI 2 team

Required Qualifications:

Education:
• BSc in Computer Science, Engineering, or relevant field

Experience:
• 8-10 years of experience as a BI Consultant, Data Scientist, or similar role
• 8-10 years of experience with data mining
• Familiarity with the education sector is a plus
• Experience using business intelligence tools and data processing frameworks
• Strong skills in statistics and reporting

Language Requirements:
• Proficiency in English and Arabic, oral and written.
