Field Officer (Engineer)

Project Description:

The Field Officer (Engineer) will work under a BMZ-funded project in partnership with Arche Nova with the Overall Objective of strengthening the resilience of Syrian refugees and Lebanese host communities in Northern Lebanon to the consequences of the country's socio-economic crisis by promoting food and income security, rehabilitating water-related and agricultural infrastructure, trainings, initial household equipment, and health improvement.

General objective:

Under the supervision of the Program Manager, the Field Officer (Engineer) will be responsible for:

  • Implementing the activities and meeting objectives as defined in the operation proposal.
  • Ensure the proper data collection to identify the infrastructure needs related to agriculture sector.
  • Oversight of the direct implementation of infrastrucre work for rehabilitation of irrigation channels and rehabilitation of agriculture micro-infrastructure at farmer and/or collective level.
  • Report on infrastructure activities to the Program Manager.
  • Ensure coherence between infrastructure activities and agricultural activities through a close coordination with the Agriculture Field Officer throughout the project period.
  • Maintain proper relations with staff, managers, communities, farmers, stakeholders.

Main responsibilities:

Assessment Phase:

  • Responsible for data collection and management of daily workers at the assessment phase.
  • Participate in organizing and conducting focus group discussions, workshops and meetings with beneficiaries, communities and stakeholders of the project.
  • Participate in designing technical assessment tools to be able to identify the needs of potential infrastructure needs.
  • Participate in the data collection regarding the status of the infrastructure facilities in North Lebanon and Akkar through field visits, meetings and consultations with the main stakeholders
  • Using Mada assessment tools, assess and analyze the needs of potential infrastrucre in order to select the areas of intervention.
  • In close coordination with the local authorities and the Program Manager, conduct technical assessments for the potential infrastrucre interventions.
  • Preparing BOQs and technical drawings for cost estimation for the potential infrastructure activities.
  • Participate in proposing technical selection criteria to select the areas of interventions.
  • Ensure close coordination with the Agriculture Field Officer, throughout all the assessment phase to ensure the harmonization of activities.
  • Participate in preparing the needed documents to be able to monitor and supervise service providers in the field.

Activities Phase:

  • Conduct a detailed technical assessment for the selected irrigation channels and the selected agriculture micro-infrastructure projects.
  • Prepare detailed BOQ and technical drawings to be able to select a service provider capable of developing the technical designs and implementing the construction measures.
  • Participate in selection of the service providers (consultant/contractor) and in validating the technical design and in checking the capacity of the service provider to implement a cash for work approach.
  • Daily follow-up for the ongoing rehabilitations/works.
  • Identify and anticipate any risks and constraints related to the infrastructure work and propose alternate strategies to the Program Manager.
  • Propose technical solutions for technical issues encountered during implementation.
  • Ensure that the interventions are meeting the deadline, completed in a safe manner and that the service provider is respecting all of the technical specifications and the agreed guidelines (safety, security, etc.).
  • Ensure regular coordination with local authorities and the community.
  • Ensure smooth handover of the projects to the local authorities and the community.
  • Ensure proper follow-up with the community after completion of the construction activities to ensure sustainability of the implemented projects.
  • Conduct an as built measurements for the completed activities.
  • Ensure that all data concerning the infrastructure activities are filed and archived properly

Reporting:

  • Support the Program Manager for the production of administrative documents to be signed jointly with the local authorities, communities, beneficiaries and/or partners.
  • Immediately report to the Program Manager any problems or information that could affect the projects/activities, including security aspects.
  • Submit regular reports on the progress, challenges and action plan of the activities.
  • Maintain a positive relation and continuous communication with stakeholders.
  • Ensure regular monitoring and updates for the service providers for implementing the infrastructure projects.

Knowledge and Skills

  • Bachelor degree in Civil Engineer, Mechanical or Hydraulic Engineering (strong experience may substitute for formal education).
  • At least 3 years’ experience in same domain.
  • Proven previous experience in direct implementation of infrastructural works.
  • Previous experience with NGO is an asset.
  • Previous experience in coordination with local authorities is an advantage.
  • Very good command of MS office and AUTOCAD.
  • Excellent interpersonal and communication skills.
  • Ability to work under pressure to meet deadlines.
  • Fluent English and Arabic speaking, reading and writing skills.
  • Previous experience in livelihood projects is an asset.
  • Full adherence to Mada’s mission and vision, as well as Ethics Code.
  • Valid Driving license
  • Problem solving and analytical skills with the ability to assess challenges and recommend solutions.

The Field Officer (Engineer) will be responsible to drive Mada cars and respecting the driving policies set by the logistic department.
