Logistics Officer

  1. Role and responsibilities

The Logistics Officer is responsible for the warehouse, fleet and asset management in South Office in compliance with NRC’s policies and procedures and donors’ rules and regulations.

 

Generic responsibilities

  1. Implement NRC’s logistics policies and procedures at office level
  2. Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes
  3. Provide anticorruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset and Warehouse management )
  4. Provide training, mentoring and support to South Lebanon logistics staff as needed and other staff in the South Lebanon office in relation to logistics issues
  5. Provide technical co-ordination and advice to other departments and functions within the office.
  6. Ensure that NRC logistics procedures and processes are followed in the NRC South Lebanon office including filing and archives are in use and maintained according to the NRC and project-specific regulations.
  7. Compile accurate and timely overall monthly reports (fleet management, asset management, and procurement tracking/plan, and stock/ inventory report).
  8. Review the monthly logistics reports and advice the Line Manager where there are irregularities or areas of concern that need follow up.
  9. Participate in donors reports
  10. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

Specific responsibilities

  • Maintain and be responsible for the management of stocks of Assets/ Inventory in South office and other NRC community center in South area
  • Produce stock/Asset reports according to the NRC reporting policy and formats.
  • Prepare the monthly KPI report
  • Receiving items (Inventory, assets) as per NRC regulations and rules.
  • Ensure all NRC Assets are tagged and listed in the Asset management database at the time of procurement with an asset file created for them.
  • Assist  Logistics Coordinator in producing regular, timely and accurate narrative and logistical reports for NRC
  • Mentoring and supporting the logistics assistant and the drivers team
  • Ensure all transfers are documented.
  • Ensure periodic assets count is done.
  • Ensure all technical requirements of supplies/goods are met.
  • Support in procurement when needed. For example, handle Small-scale procurements between USD 01 and USD 1000 threshold.
  • Perform other relevant Log and procurement tasks when requested by the line manager.

 

 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

 

  • Coordinate closely with the logistics coordinator
  • Coordinate closely with the logistics coordinator to identify gaps and areas for technical support within the logistics team

1. Professional competencies

  • Bachelor degree in business, supply chain, or any relevant field
  • Minimum 2 years of experience in Logistics, preferably within a humanitarian context;
  • Experience in supply chain operations; and key institutional donor’s rules and regulations;
  • Experience in fleet, warehouse and assets management.
  • Proficient in MS Office applications
  • Fluent in both Arabic and English, written and verbal
