  1. Asmae’s Background:

Asmae-Association Soeur Emmanuelle ("Asmae") is a French international NGO and registered charity, specializing in child development. Independent, secular and apolitical, it is open to all. Founded in 1980 by Sister Emmanuelle, based on her experience with rag pickers in the slums of Cairo, Asmae continues its actions in line with the values and methods inherited from its founder: listening and proximity, pragmatism, taking account of differences, professionalism and reciprocity. Asmae's actions aims to support vulnerable children and their families through personalized and continuing support for local actors working in the fields of education and child protection. Asmae has been operating in Lebanon through local partners since 1986. Asmae is currently working with five Lebanese NGOs, operating in and around Beirut with some activities carried out in other parts of Lebanon as well. For this project, Asmae has one main partner directly implementing the project’s activities:

 

  1. Nabaa`s Background:

 

A non-profit non-government organization, duly organized and existing under, and by virtue of, the laws of Lebanon.

Naba`a is an apolitical, non-profit Lebanese organization which works with Palestinians and Lebanese communities. It aims to create an environment in which children and youth can develop and live in harmony, regardless of their religion, sex and nationality. Naba`a work to empower local communities and to enable their members to uphold their rights and to build a better future for themselves.

 

 

  1. Project Description

Project Location:

Country: Lebanon

Region: Ain El Helwe and Nahr Al Bared camps

Project Calendar:

Project duration: 36 months

Start Date: January 1st, 2021

End Date: December 31st, 2023

The overall objective is to improve socio-economic inclusion and well-being of youth.

Specific Objectives:

  • Youth have skills and education to pursue productive futures
  • Improve the psychosocial well-being of youth (12 - 22 years)
  • Civil society has increased capacities and raised awareness to serve the need of youth and improve the inclusion

 

The project adopts a series of diverse yet coherent activities that include:

 

  1.  Activities related to education component:
  • Act 1.1.1: Educational capacity building assessment for the canters in Nahr el Bared and Ein El Helweh areas
  • Act 1.1.2: Implement capacity building training of VTC based on the assessment
  • Act 1.1.3: Follow up visits to ensure the quality of Education
  • Act 1.2.3: Develop a selection criteria for the youth who will enroll in the vocational training program
  • Act 1.2.3: Enrol 150 youth in certified market based vocational skills training program within 2 vocational training centers
  • Act 1.2.4: Provide 300 youth with Learning and life skills training
  • Act 1.3.1: Develop a selection criteria for the youth who will be placed in jobs after receiving the vocational training program
  • Act 1.3.2: Provide 2-3 months on the job training, internship or apprenticeship for the certified youth
  • Act 1.3.3: Place at least 60% from the certified youth in the jobs.
  • Act 1.3.4: Continuous follow up and tracking by the Job consular
  • Act 1.4.1: Develop and announce the selection criteria with the volunteer application
  • Act 1.4.2: Select and group youth into training courses based on their desire and needs
  • Act 1.4.3: Implement trainings for volunteers by Naba’a training unit and Asmae’s staff
  • Act 1.4.4: Communication with local and international organization to refer youth to the relevant volunteering opportunities
  • Act 1.4.5: Follow up with the organization and the volunteer to make sure about the satisfaction of both parties.

 

  1. Activities related to Child Protection component:
  • Act 2.1.1: Draft a capacity building plan for the protection staff based on 3 months immersion period
  • Act 2.1.2: Train Protection staff on CPP, YP and other protection topics as per the needs
  • Act 2.1.3:Improve the internal and external referral mechanism
  • Act 2.1.4:Follow up on the implementation of PSS sessions and referral mechanism and provide coaching when needed
  • Act 2.1.5: Implement one big youth protection campaigns on a national level

 

P.S: List of indicators will be provided once agreed with the consultant

 

 

 

The consultant is expected to perform the following tasks:

· Participate in a kick-off meeting with Asmae and the two project’s partner.

· Review the project proposal document, implementation plan, monitoring and evaluation plan, technical capacity assessment and the needed documents as mapped out in the Project Management Tool and the technical advisors’ documents (technical advisor follow-up tool, observation grid and other assessment and follow-up tools).

 · Coordinate continuously with Asmae and Nabaa

  • Assess existing data collection, data entry and data consolidation tools (at both Nabaa and Asmae’s level), identifying the gaps
  • Adjust existing tools whenever needed; developing tools whenever needed
  • Support or training Nabaa and Asmae Lebanon teams in using the tools (to collect, enter and analyse)
  • Ideally, support first data collection exercises, entry and consolidation / analysis

· Share the detailed plan including the tools with Asmae team to get feedback & approval.

 

Additionally, the consultant commits to respect the child protection policy, code of conduct and security measures of Asmae.

3.5. Timeframe

- Consultant is supposed to share the plan including the detailed timeframe base on the plan - Asmae expects to receive the draft report after 35 days of the agreement.

 

 

4. Required qualifications and procedures

 

4.1. Qualification of consultant

 · Advanced degree in relevant field (e.g. Social Sciences, international development, project management)

· A minimum of 3 years’ relevant experience undertaking Monitoring and Evaluation is required

· Good understanding of child protection and Education in the Lebanese context

· Deep knowledge about Capacity Building approaches and CSOs work in Lebanon

 · Good analytical, critical thinking, facilitation and writing skills

 · Proven knowledge and experience in applying participatory research methods and tools · Experience conducting baselines/evaluations that have provided a participatory and meaningful experience for children

· Get the official authorization to work in Lebanon

 Language requirement:

· Excellent Arabic and English writing and communication skills are required

A technical proposal (maximum 5 pages) with:

 · Cover letter

· An explanatory note with the proposed methodology and a primary plan

· List of the most relevant previous consulting projects completed, including a description of the projects and contact details for references

· Curriculum Vitae (background and experiences)

 · General work plan

· At least 2 samples reports from previous consultancy projects (all samples will be kept confidential) or links to websites where reports can be retrieved

 A financial proposal with detailed costs (daily fees, number of worked days, transportation costs, etc.) and all-inclusive, in a separated document. Noting that the maximum budget is 5000 Euro.
