Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator

Job Purpose:

The Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator will support programme staff in implementing MEAL systems, paying particular attention to monitoring and evaluating programme quality, results and impact and systematically integrating accountability and learning in programme management cycle.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Responsibilities:

Programme design/development

  • Provide technical support and participate as required in all other aspects of MEAL at field level, for example surveys, assessments, baselines, evaluation, joint project reviews/ lessons learning workshops/ events.
  • Routinely collect and analyse verifiable, quantitative data and share data with relevant stakeholders to inform programme design and review.
  • Develop appropriate quality monitoring tools in close coordination with programme management team.
  • Manage internal and external program/project evaluations as necessary and coordinate the planning and execution of baseline, midline, end-line assessments, and final evaluations.
  • Reviews all assessment/evaluation reports to ensure these meet PARD’s quality criteria and leads the integration of recommendations and lessons learned in project planning and future programming.
  • Coordinates solid feedback and participation mechanisms at community level ensuring transparency and accountable programming, and coordinates with other project teams to strengthen information sharing, and community engagement strategies and ensure stronger accountability to beneficiary communities.
  • Manage program quality data to enable good project management and quality program design.
  • Consolidate of program Indicator Performance Tracking Table, output tracker and other reporting tools
  • Provide feedback regarding the status of MEAL implementation plan per project
  • Support in the process of outcome level analysis for assigned projects
  • Ensure review of data collection methodology and revision of existing tools or development of new tools
  • Ensure the development of data collection and analysis plans by program teams
  • Quality control of data collection process through regular spot check visits
  • Ensure timely reporting on monitoring activities in line with work plans and project timeline.
  • Systematic reporting on a monthly basis on different platforms after the validation and verification of the databases shared by the programs (Indicator performance tracking table, output tracker, SCL beneficiaries, Activity Info, Service mapping…).
  • Continuous and regular follow up on the volunteer management system including daily monitoring on their work, training, attendance tracking and payment finalization.

Team management and capacity building

  • Implement training and coaching for field office staff to fully understand and promote accountability in general and to children in particular.
  • Facilitates development and reporting of accountability and participation-related indicators and inclusion of accountability documentation in all reports.
  • Work with program units to design and promote accountability systems - information sharing, participation and feedback /complaint mechanisms
  • Train program staff on data collection methodology and tools, ensuring good practices in data collection are understood and adhered to.

 

External relationships/Representation

  • Represent PARD’s MEAL work in front of partners and donors.

 

General

  • Comply with PARD’s policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Help be responsible for the security of all staff. Ensure that the security, health and wellbeing of staff are ensured and staff management and other processes and policies and systems reflect SC’s principles of equity and fairness.

Requirements:

QUALIFICATIONS 

Essential

  • University degree in social sciences, international development, statistics or related field.

 

Desirable

  • Flexibility and willingness to change work practices and hours
  • Available and willing to travel throughout Lebanon

Experience and Skills:

  • Minimum of three (3) years in monitoring and evaluation, research or impact assessment projects, ideally within a social humanitarian / development context;
  • Functional knowledge of statistics and data processing; experience collecting and analysing quantitative and qualitative data;
  • Proven capacity to supervise, train and coach staff; Ability to facilitate/conduct large technical trainings for staff;
  • Good understanding of Lebanon humanitarian/development issues and how various social, economic and political issues affect children; Strong analytical and conceptualization skills and ability to think strategically;
  • Ability to work on own initiative to build on and develop the job, combined with the ability to work effectively as part of a team;
  • Highly organized, with good attention to detail and developed ability to prioritize multiple tasks to meet tight deadlines and organize work;
  • Demonstrated computer skills in Microsoft Office Suite applications and statistical packages.
