M&E officer – Projet soutien Liban

CONTEXTE

IECD (Institut Européen de Coopération et de Développement) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. The main areas of activity of the IECD are training and professional integration, assistance to micro and small businesses and access to education and health for the most vulnerable.

In Lebanon, ECD has been operating in the country since 1989 (www.iecd.org). Semeurs d'Avenir is a Lebanese association, created in 2010. It is the operational partner of the IECD in vocational and professional training. (www.sda-lb.org). IECD and Semeurs d'Avenir are jointly developing qualifying training courses in sectors with high employment potential and supporting their partners to improve their educational offer and strengthen themselves institutionally.

The Covid-19 pandemic and the economic crisis have greatly affected the education sector. The teaching was mostly done online which had a negative impact on the student’s competencies level. The schools cannot maintain a good quality level of education. Semeurs d’Avenir has put in place a project called “Soutien Liban” to help the schools, teachers, and students during the 2021-2022 school year.

Semeurs d'Avenir is therefore seeking to strengthen its project team by recruiting a monitoring and evaluation officer to assist the teams in the project.

MISSION

Under the supervision of the long-term training program manager, the officer will be responsible for:

1- Monitor the implementation of activities and ensure that they are aligned with the logical framework.

2- Collect data from different teams and report them.

3- Writing narrative reports to donors (per semester and per year)

4- Prepare evaluation reports for all activities

He / she will have the following responsibilities :

1 / Writing and reporting 

• Consolidate the data collected and create reports by activity
• Follow up with the team on indicators and deadlines
• Regularly update the logical framework.
• Write narrative reports based on the requirements of the funder

2/ Teamwork

• Communicate regularly with other team members.
• Work transversally with the different projects
• Help with specific tasks when needed

PROFIL

Education: Master in any general diploma

Required experience: 3-5 years

Technical skills:

• Proven experience in creating and manipulating logical frameworks
• Excellent management of MS Office applications (especially Excel for budget construction)
• Good oral and writing skills (in French and English) are required, knowledge of Arabic is essential.
• Good interpersonal communication, good representation vis-à-vis public and private partners

Expected qualities:

• Autonomy and organization
• Intellectual curiosity, versatility and the ability to adapt to complex technical sectors
• Developed sense of human relations and communication, especially in a multicultural environment
• Motivation to work in the field of development
• Knowledge of Lebanon, its regions and its public institutions will be highly appreciated.
