Manager of major project component - TDA

Job Profile

 

  1. Required qualifications, competences and experience

Qualifications

  • masters/MSc or doctorate in an area that is related to the project objectives, with a focus on one of the following fields: sustainable agriculture and food security, innovation and entrepreneurship, local economic development, peace and conflict studies

 

Professional experience

  • 10 years professional experience, with at least 5 years professional experience in a comparable position preferably in an INGO or International Development Agency or IO
  • In-depth experience with results-based management
  • Very good communication and networking skills
  • Proven track record in a managerial position
  • Experience in developing and implementing context-sensitive approaches
  • High degree of flexibility, resilience, tolerance to frustration and service orientation as well as strong political sensitivity.
  • Solid expertise in at least one of the following thematic areas: sustainable agriculture and food security, innovation and entrepreneurship, local economic development, peace and conflict studies
  • Outstanding conceptual and analytical skills

 

Other knowledge, additional competences

  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • fluent written and oral knowledge of English and Arabic
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

 

  1. Responsibilities

The Manager of major project component is responsible for

  • independently managing selected project activities in accordance with the project goals
  • providing professional advice to partners and cooperating with diverse stakeholders
  • co-steering the development of the project delivery targets and guiding the team to achieve the targets
  • integrating results and experience into teamwork and the work of all relevant groups
  • technical management of experts in the project
  • ensuring context- and conflict sensitivity
  • represents the project in the absence of the head of project and ensures business continuity management

 

The Manager of major project component performs the following tasks:

The Manager of major project component  

  • manages staff in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for developing creativity and innovation
  • is also responsible for monitoring, managing staff and ensuring that they provide cost-effective services
  • carries out the annual staff assessment and development talk for staff members who report to him/her
  • representation of project to external and internal stakeholders
  • communicates progress, risks, expectations, timelines, milestones and other key project metrics to head of project

 

  1. Professional advisory services

The Manager of major project component

  • advises implementing partners and institutions, identifies project needs, develops concepts and strategies, and provides technical input
  • participates in identifying needs for external support and advice, works on recommendations and develops a strategic approach
  • contributes to preparing and implementing a coordinated approach, joint project activities and work in area of implementation
  • monitors closely social and political developments in the area of implementation and designs and implements context-sensitive approaches
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
  • monitors project progress and the activities of components, reviews report and documents, identifies bottlenecks and recommends alternative management options to the programme manager

 

  1. Networking and cooperation

The Manager of major project component  

  • ensures cooperation, regular contact and dialogue with partners; carries out PR work and cooperates with local communities and authorities, relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project
  • conducts regular project visits to the area of implementation, in accordance with project requirements
  • participates in relevant coordination bodies (i.e. UN Cluster system, informal coordination mechanisms)

 

  1. Knowledge management and administration

The component manager responsible for implementation

  • develops ready-to-use strategies and technical concepts
  • draws up reports and presentation documents
  • Preparation and follow-up of administrative processes and procurement
  • Ensures compliance with internal requirements and local regulations
  • Supports budget- and financial planning

Description of the project: “Strengthening the resilience of smallholder farmers, micro- small and medium enterprises (MSME) and local communities” - The situation in Lebanon is characterised by a structural economic and financial crisis and by the effects of the Covid 19 pandemic and the explosion in the port of Beirut in August 2020. The focus of the new Transitional Development Assistance project is to strengthen the socio-economic resilience of vulnerable groups in Beqaa and Mount Lebanon. This is done along three fields of action (1) strengthening agriculture, (2) promoting MSMEs and start-ups, and (3) promoting social cohesion at the local level.
