Crowd Controller – Akkar

Main Purpose:

The responsibility of the crowd controller is to help the clinic manager in the management of patient flow, to control crowd (following set appointments and as per MSF rule), and to maintain order in the waiting area ensuring the safety of patients and mission’s personnel.

In addition, the crowd controller is responsible for carrying out surveillance and guarding activities in MSF facilities, according to MSF protocols and security rules, in order to ensure the safety and security of all mission's personnel and premises.

Accountabilities

• Surveying the MSF premise's access and guides people to reception within authorized hours. Contacts administration team for authorizing people access.
• Remain on duty until other Crowd Controller / Guard comes to do a handover and never leave post unattended.
• Be a welcoming presence for the primary healthcare center patients.
• Organize an efficient patients’ flow in the waiting area and outside the consultation rooms.
• Guide patients from waiting area to triage/consultation rooms and from consultation rooms to the pharmacy, following patients’ circuit in the clinic.
• Ensure that patients receive adequate help to their questions.
• Guide through the triage process and the flow of the patients in the primary healthcare center and help guide patients through each process.
• Keep order and quiet in the waiting area
• Check that doors and windows are locked and lights are off when people leave the premises.
• Check that security lights are working properly and inform line manager of any possible problems.
• Keep area within MSF premises clean and tidy (ex: empty dustbins, sweep paths, etc.)
• Maintain communication equipment (phone) in working conditions and provide battery availability.
• Ensure correct use of extinguishers and be aware of their location.
• Ensure all materials leaving the MSF premises are accompanied with the gate pass duly signed.
• Ensure that visitors to MSF premises do not carry weapons.

MSF Section/Context Specific Accountabilities

• Organize patients on first come first serve basis
• Direct patients to the right consultation rooms
• Ensure that patients are orderly seated to avoid confusion and over crowding
• Support critical patients on scratches or stretchers
• Ensure no material, drugs or equipment leave the premises without authorization note from department responsible
• Prevent the entry of anyone carrying a weapon, in accordance with the principles of the Geneva Convention for the protection of medical units
• Inform the electrician on duty in case of generator failure/breakdown and ensure that the line manager is informed of any problems that might be linked to the security of the perimeter and/or buildings
