Procurement Officer

SUMMARY

SAWA is looking for procurement officer to process all the procurement requests related to bases: quotation requests, visiting suppliers, price monitoring, and contract follow ups. On the other hand, he/she will support the base log on an adequate equipment management and office maintenance in order to secure an efficient response for all programs within the base.

RESPONSIBILITIES, MAIN DUTIES AND REPORTING:

1. Responsible for all documentation and ensures that all records are up to date and appropriately filed.
2. Responsible for procuring items as listed on the Procurement Plans for all new grants.
3. Responsible for updating Procurement Plans and all Donor Files and copies of all documentation.
4. Support operations in all procurement issues.
5. Coordinate with the warehouse officer concerning the movement of goods and equipment.
6. Support with quotations from different suppliers and at a competitive price for spare parts, scheduled maintenance, and vehicle repairs.
7. Receive offers received from the suppliers and present them to the Logistics Manager.
8. Carryout necessary negotiations with the suppliers.
9. Prepare quotation analysis.
10. Adhere to SAWA’s policies and procedures.
11. Prepare necessary Purchase Orders.
12. Submit PO / Contracts after being reviewed and approved by stated parties.
13. Prepare quarterly suppliers’ evaluation.
14. Monitor undelivered purchase orders.
15. Maintain and update SAWA’s suppliers’ database given the Logistics Manager’s approval.
16. Support the logistics Officer on supplier's assessment and evaluation
17. Maintain the petty cash and carry out cash counts in the presence of accountant/finance officer
18. Coordinate/support internal and external audit through scheduled visits.
19. Responsible for implementing a sound procurement environment and carry out necessary backup.
20. Support on the daily and weekly movement panning according to project's requests
21.  Support the logistics officer in monitoring the maintenance and fuel consumption of vehicles
22. Ensure an optimal state, proper maintenance and repair for equipment (computers, printers, photocopy machine etc.)
23. Ensure accountability, transparency and due diligence as per SAWA Principles and Code of Conduct.
24. Deliver any other responsibility assigned by Logistic Manager  

REPORTS TO:  Logistic Manager.FUNCTION: Admin.Job Requirements:

• Bachelor’s Degree or Technical degree in related field.
• Procurement certificates are highly preferable
• 1-2 years of experience in procurement or related field
•  Experience at an NGO is desirable
• Experience with standard procurement procedures and documentation
• Fleet management, Supply Chain management, basic mechanical engineering, basic IT knowledge

• Good Microsoft Office skills (Word, Excel, PowerPoint and Outlook)

• Capacity to work under high pressure
• Ability to show initiative and take responsibility
• Applicants must have the right to work in Lebanon as well as Valid driving license.
