Given the significant deterioration in conditions, the provision of effective Mental Health and Psychosocial Support (MHPSS) for migrants is crucial now more than ever. Although Lebanon is not lacking mental health services, migrant workers have repeatedly found it hard to access support systems. The non-responsiveness of hotlines/helplines (or the perception of non-responsiveness) can create a sense of disillusionment and mistrust of NGOs and other service providers and thus deter migrants from attempting to utilize services in the future.
To make MHPSS knowledge and services more accessible to migrants and in line with the findings of its lessons learned paper on MHPSS with Migrants, GIZ suggests to train MHPSS Focal Persons from the migrant community, who could - with the support of MHPSS practitioners - get engaged in awareness raising on MHPSS, basic counselling, basic safe identification and referral to necessary services, and facilitation of peer support groups, depending on their interests, capacities, time and needs in the community.
In addition to the above, GIZ will continue chairing the National Mental Health Programme‘s MHPSS for Migrant Workers Coordination Group in English and Arabic and will develop and update a simple visualization on intra-organizational referral information that shall be shared via social media and WhatsApp.
2. Objective
This Expression of Interest aims at identifying consultants who can support and coordinate the project based on the below. Interested consultants will be included in a short list and will be asked to prepare a short technical concept and a financial quotation based on Terms of Reference that will be provided during the tender procedure. The contractor will work closely with GIZ’s technical staff as well as other identified stakeholders for the development and implementation of the project.
The consultant will be tasked to provide the following services:
Outreach:
- Disseminate call for applicants
- Act as contact person for inquiries about the program
- Outreach to migrant workers in Beirut and Mount Lebanon according to the selection criteria
- Help disseminate referral information to different Migrant communities
- Support the recruitment of participants
Coordination and organization of training and coaching:
- Coordinate and collaborate with the GIZ technical staff for activity implementation
- Organize workshops, training and coaching sessions and set timeline for activities in collaboration with Migrant Worker MHPSS Focal Persons
- Support in the booking of venues to host the training and coaching sessions and in the organization of catering for said activities
- Support in the procurement of services relevant to the project implementation such as translation services, printing of flyers etc.
- Be the communication focal person between Migrant Workers and project staff
- Keep track of attendance and absences
- Monitor satisfaction with logistics
- Follow-up and coordinate with partners for the delivery of training content and the obtainment of training material and content to be disseminated to participants
Support Migrant Workers logistically and building rapport:
- Establish and nurture relationships with participants
- Communicate with Migrant Workers activity dates, send reminders and ensure that everyone has the needed information to participate in activities
- Relay training material and content to Migrants
- Relay concerns and input from Migrants to GIZ MHPSS team
- Support the setting up of and the implementation of MHPSS activities by trainees in groups in the final phase of the project
Monitoring and Evaluation:
- Participate in monitoring and evaluation sessions and workshops to assess the project, and make adaptations if need be in coordination with the GIZ MHPSS team
- Assist the monitoring of the project continuously by being aware of the MHPSS quality principles of the GIZ MHPSS regional team
3. Period of contract and expected timeline of commitment
The duration of the contract will be for 7 months (February – August 2022) with a 60% time investment (3 days a week). The contracted person should be able to work flexibly i.e., in the evenings or/and on Sundays based on Migrant Workers’ availability.
4. Qualifications

- Bachelor’s degree in sociology, psychology, social work, or other relevant discipline
- Advanced coordination skills with proven experience working with marginalized populations. Certification in project management is a plus
- Proven knowledge in gender and conflict sensitive as well as decolonial approaches to development cooperation
- At least 3 years of proven professional experience in supporting projects related to migrant workers
- Advanced understanding of the context of Migrant Workers in Lebanon including the socio-political landscape
- Having rapport with Migrant communities and Migrants
- Strong understanding of do no harm and power dynamics within project implementation
- Excellent interpersonal skills
- Excellent communication skills
- Fluency in Arabic and business English
