Human Resources Assistant

Job Profile


A.   Required qualifications, competences and experience

Education and qualifications:

  • university degree in business administration, focus on Human Resources, or law (with a focus on HR management)

Professional experience:

  • minimum of 3 years professional experience in a comparable position (preferably in similar development cooperation organizations)
  • good knowledge of Lebanese labor and social law
  • good understanding of HR processes
  • handle strictly confidential handling of all HR related

Additional main competencies:

  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Excellent knowledge of English and the Arabic language in oral and writing, German is a plus
  • High attention to details and preciseness
  • Team player with good communication skills

 

  1. Responsibilities

The position holder is responsible for:

  • performing general clerical services
  • assisting a specific administrative officer with his/her tasks as instructed
  • assisting with filing documents in reference files or DMS in line with GIZ’s filing rules
  • assisting with the recruitment of local staff
  • assisting in implementing national personnel policies in line with local conditions
  • assisting with HR payroll system and leave management and HR instruments and procedures
  • assisting in organizing HR events, meetings, and training
  • assisting in answering employee’s questions, and requests
  • representing GIZ interests in HR matters and always acts on behalf of GIZ
  • handling strictly confidential HR documents, files, and issues

 

In this context, the human resources assistant fulfills the following tasks:

  1. Tasks
  1. Recruitment

The position holder

  • assisting with recruitment processes as per GIZ Rules and Regulations
  • assisting in organizing the selection process (e.g. interviews)
  • notification of unsuccessful applicants, documents the selection process, archives the documentation and enters the data in existing HRM systems
  • checks the names of national personnel against the sanction list

 

  1. Conditions of employment and HR Support

The position holder

  • assisting in drawing up the appropriate employment contracts as per GIZ rules and regulations (staff member, interns, and volunteers)
  • assisting in handling NP HR cycle and processes including on-boarding and off-boarding procedures; induction sessions
  • assisting in the administration of National Personnel files according to GIZ rules and regulations

 

  1. HR instruments and procedures

The position holder

  • assisting HR officer in formulating and updating a wide range of HR information materials (for new staff or for the employment manual)
  • assisting in ensuring all related work permits/residency are renewed when applicable
  • assisting in quality check NP Staff talk cycle and its related procedures
  • assisting employees by answering questions related to employment, job description, NSSF laws, code of conduct, and other policies and procedures.
  • assisting in onboarding and offboarding processes

 

  1. Handling HR System

The position holder

  • assisting in uploading all necessary HR personal info in the system and with the tax advisor
  • assisting in the payroll system and preparation and other NSSF payments
  • assisting in leave records for staff via the HRM system
  • assisting HR Officer with a tax advisor and preparing all documents related to the family investigation, and follow up closely to ensure family allowance is added
  • preparing certificate as employment certification and NSSF forms as per employee request
  • assisting with leave management and monitoring of leaves (annual leave, sick leaves, compensation, and unpaid leave) and ensuring submission of leave form

 

  1. Other duties/additional tasks

The position holder

  • represents the interests and always acts on behalf of GIZ
  • conducts other relevant tasks upon the request of direct superior
  • assisting with IDA and regular checking the changes in GIZ Orientation and Regulations Tool (O+R)
  • assisting HR officer with a benchmark study
