HR Admin Officer

Role

The overall objective of this role is to support the HOSS in carrying out daily HR activities. The role is key in the effective implementation of various HR and administration processes and systems and ensures effective delivery of a professional and efficient HR function at all DCA base offices covering all aspects from HR systems, files management, recruitment cycle, employee relations and best practice in line with DCA global standards.

Responsibilities

 

Responsible for full recruitment cycle of national staff in Lebanon from placing job adverts to preparing a shortlist of candidates, arranging interviews, conducting reference checks, issuing offer letters and employee contracts and undertaking all required pre-employment checks, ensuring a smooth onboarding process and all new-starter paperwork is completed.

Maintain and review national staff database and HR files on a frequent basis, ensuring all files are stored correctly in line with DCA’s Global standards and kept up to date and ready for audits at all times.

Ensure staff contracts are updated on time and that all staff whose contracts are not going to be renewed are informed at least one month prior to the end of their current contract.

Ensure the proper and accurate tracking of all national staff leaves (annual, paternity/maternity, sick leaves etc.).

Prepare the Monthly Payroll as well as the Pay slips.

Maintain Leave Tracker for all staff.

Under the supervision of the HOSS, support, monitor and liaise with all line managers to ensure appraisals (probation and yearly performance appraisals) are being conducted regularly and appropriately and the process is well documented.

Liaise with Line Managers to track, update and monitor training progress for all staff as identified on the capacity assessment tool.

Coordinate the registration of all employees with NSSF in coordination with the lawyer.

Track and update recruitment and leave trackers on a daily basis

Ensure all staff have a valid DCA ID card.

Maintain confidentiality of information and ensure compliance with GDPR, DCA code of conduct, HR policies and procedures.

Ensure a smooth onboarding and induction process for all new national staff.

 

Background

Minimum of 4 years' relevant working experience.

Fluency in English and Arabic, both written and verbal.

Experience with standard Human Resources procedures and labor law

Bachelor’s degree required and Master’s degree in relevant field an advantage.

Applicants must have the right to work in Lebanon as well as Valid driving license.

Excellent interpersonal and team skills

Excellent IT skills

Commitment to and understanding of DCA’s aims, values and principles
