Senior Environmental Expert

Background

TERRE Libqn is currently implementing a Grant project funded by the EU entitled "Conservation of Environmentally Sensitive National Areas in Lebanon (CESNA-LB).

This project of 24 months’ duration aims to provide affordable, economic, practical, and easy-flying tools and instruments that could fill a variety of roles in the conservation of biodiversity and environmentally sensitive areas in Lebanon. It is articulated around three compononents : 

Component 1 : Characterization of ESA. 
Component 2 : Policy and Legal.
Component 3 : Monitoring of environmental risks and violations. 

Scope of Work 

T.E.R.R.E.Liban is seeking to recrute the services of a Senior Environmental Expert responsible in supporting all environmental aspects of the project including the identification, mapping and characterization of environmentally sensitive areas.

General tasks 

The tasks mentioned below shall be performed in close cooperation with the Project Coordinator. The Consultant shall be responsible for carrying out all the necessary geo-spatial data collection work and investigations to compile information and data required for the work. The Project team, along with the project partners will assist in providing the Consultant with all available documents and field data in this subject.

The tasks involved will cover the following items:

1- Characterization of environmentally sensitive areas (ESA) at the national scale

2- Production of ESA maps

3- Creation of national cadastral database of ESAs

4- Support the legal team in the identification of legal challenges and policy obstacles for the protection of ESA

5- Support the legal team in developing policy instruments for improved conservation of ESAs

6- Contribute to monitoring of environmental risks and violations within ESAs

7- Contribute to awareness raising around the importance of ESAs and their conservation.

Qualification required

Title: Senior Environmental Expert

The Consultant should possess the following minimum qualifications: 

I- Academic Qualifications: 

a. University degree (at the Ph.D. level) in environmental sciences or closely related fields.

II- Years of Experience: 

a. National/local relevant experience of 12 years; 

b. Extensive knowledge of and experience in environmental management and policies within the national context

c. Previous experience in preparation of studies, reviews and policy papers of relevance to the topics of this project; 

d. Familiarity with national environmental processes and environmental policy instrumentsand experience in collaborating with national ministries and authorities of relevance to this project

e. Substantial knowledge and previous experience of national environmental laws and regulations is a plus.

III- Competencies: 

a. High proficiency in Arabic and English languages; 

b. Demonstrable analytical and facilitation skills, including an extensive list of publicationsin peer-reviewed journals, etc.; 

c. Excellent interpersonal and communication skills as well as ability to establish and maintain good relationship with stakeholders; 

d. Extensive knowledge in mapping, processing satellite remote sensing and the use of Geographic Information System software and applications

e. Ability to meet deadlines and prioritize multiple tasks.

Duration of contract 

24 months on a part time basis.
