Expression of Interest nb. 83374842 Construction of Visitor Center in Koura- UDP_NL program 17.4088.5-006.00

In the framework of the Lebanese German cooperation between the government of Lebanon and Germany, the German governmental development organization “Gesellschaft für Internationale Zusammenarbeit” (GIZ) in close cooperation with the Lebanese partner ministry “Ministry of Social Affairs (MoSA)” is implementing the “Local Development Programme for Urban Areas in North Lebanon” (UDP-NL). The programme is co-financed by the European Union and the Federal Republic of Germany.

As part of this project GIZ intends to implement a Visitor Center in greater Nahr El Joz area, Koura District, North Lebanon.

The Visitor Center once in operation shall serve as a touristic landmark and entrance gate to the Nahr El Joz valley and shall attract tourists and visitors from all over Lebanon. The Center should offer information to visitors, provide meeting space for environmental education, accommodation, gastronomy facilities and an appealing outdoor area.

As per current design development the planned building and scope of work can be described as follows:

The public assembly building, including different occupancies such as restaurant, accommodation, exhibition, landscaping area including camping zone, etc., is subjected to the Lebanese decree no.7964 has a total built up area of approx. 650 m2 with a landscape of 4000m2. It’s composed of one ground level, one upper floor, and a pitch tiled roof.

It’s two floors building, without a basement, where the ground floor area is approx. 500m2 and the upper floor is approx. 150m2, with a pitched roof covering the whole building footprint.

The structure of the building consists of concrete columns, peripheral double masonry walls and ribbed/solid slabs.

The sustainability features, which are key to the project, are ensured by an optimized MEP and architectural design through efficient systems for all building aspects such as renewable energy and sewage treatment on site, etc.

The interior works including full equipment (MEP systems, kitchen, etc.) and landscaping components are included in the contractor’s scope.

The construction period supposed to start in March 2022 must be completed in estimated 11 months from signing of contract. Adequate resources and management are required to accomplish the construction in the given timeframe.

Tender procedure from invitation to tender until signing of contract is expected to take place before end of February 2022.

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

1. Official letter expressing interest and confirming the ability to accomplish work of such nature in the given timeframe (letter must be attached)
2. Company details including full company name, full address, phone and email (data/information to be filled in A12)
3. Legally certified copies of original documents defining the constitution or legal status, place of registration and principal place of business (documents must be attached)
4. Copy* of valid registration / licenses (all documents must be attached separately):

• Certificate of quittance from the Lebanese Order of Public Works and Buildings Contractors
• Certificate from the Order of Engineers: confirming membership of contractor key engineer to any one of the two Orders of Engineers in Lebanon

5. Company profile including number of employees (permanent / temporary/ in total) and number of professional staff qualified to perform the works, each for the last three (3) years (to be filled in A12) and short CVs for the key staff (documents like CVs, organigram etc. shall be attached separately).
6. Max 5 Reference projects of works of similar nature (guesthouse, restaurant, other touristic places, etc.) as specified above for buildings having public or business occupancies subjected to the public safety law decree no.7964 (performed within the last five (5) years). For completed projects please submit official handing over statement stamped and signed (top 5 reference projects to be named and specified in A12, projects description max 2 DIN A 4 pages per project shall be attached separately)
7. Total value of works for each of reference project named/listed under 6) performed within the last five (5) years (data/information to be filled in A12)
8. Annual total turnover for each of the last five (5) years (data/information to be filled in A12, copies* with official third-party accounting reports for the annual turnover must be attached separately). The average annual turnover of the last 5 years shall not be less than 1.6 million US Dollar.
9. Evidence of ownership of equipment and machinery necessary to execute the works or evidence of possibility to hire the same (data/information to be filled in A12)

The contract currency will be US-Dollar.
