Monitoring, Evaluation, Accountability, & Learning (MEAL) Officer

A. GENERAL DESCRIPTION

The main role of the MEAL Officer is to manage information and reporting processes to ensure professional, high-quality communication about Embrace’s programmatic activities and impact. The MEAL Officer will play an integral role in improving information management and data quality to strengthen knowledge sharing and learning across the organization. The MEAL Officer will work closely with Research Manager to develop appropriate methodologies and tools to collect relevant data. The MEAL Officer will also utilize statistical, analytical, and coding tools as needed to collect and analyse large datasets to articulate insights, predictions, and recommendations for the development of internal activities as well as research studies and reports. Finally, the MEAL officer will work closely with the Director of Strategic Partnerships in the management of grant databases, financial and operational reporting, and coordination with department for compliance with donor agency regulations in the implementation of activities whenever relevant.

Major Responsibilities:

40% M&E Officer

  •  Develop/Refine Monitoring & Evaluation (M&E) tools for ongoing Embrace projects and activities.
  • Pinpoint relevant data sources, automate collection processes, and process structured and unstructured data.
  • Lead the development of coding frameworks for the automation of data management and analysis processes.
  • Provide quality oversight and assurance of data collection to ensure the completeness, accuracy, robustness, and timely production of all reports.
  • Support in the presentation of findings, conclusions, and recommendations to internal and external stakeholders as needed
  • Maintain complex end-to-end data pipeline to monitor, connect, and transform data from data sources to match the format and schema of its destination.
  • Produce data reports and M&E reports of indicators for internal and external stakeholders, donors, the MOPH, and other stakeholders as needed.
  • Produce data reports as needed for presentations, communication material or any relevant work.

40% Grants Officer

  •  Develop project timeline and budget follow-up tools for ongoing and expected programs.
  • Train and support department directors in completing timeline and follow up tools on monthly basis.
  • Support departmental coordination to ensure timely and efficient collection of indicator data (operational and financial) monthly.
  • Ensure accuracy of data collected from systems and software to ensure the completeness, accuracy, robustness, and timely production of all reports.
  • Present project progress and/or completion reports to supervisor, department directors and donors as needed.
  • Produce recommendations from the reports on program, budget and impact progress linked to initial plans and local context.
  • Lead on documentation of reports and partnerships for efficient and timely access of relevant reporting data throughout the year.
  • Support with financial overview of allocated expenses and operational costs on a quarterly basis with the capacity to project to future periods.
  • Support with donor relations and meetings as needed to ensure a positive responsiveness and transparent relationship. 

 20% Grants, Research & writing

  • Revise research opportunities to vet potential applications, organize them within a departmental strategy, and start application porcesses as needed for certain platforms.
  • Track grant/funding application processes to completion and follow-up on submission needs and requiements.
  • Contribute to application proposals through coordination with relevant departments and research evidence based practices to support the project and findings.

• Minimum of 2-year relevant experience
• Proficient in Microsoft Office Tools (Word- Excel- PowerPoint) and reporting models (Excel functions, Pivot Tables, data collection and consolidation, mapping of data)
• Proficient in the use of statistical software (e.g., Python, SQL, SPSS, Stata, or R)
• Experience leveraging and managing large datasets.
• Experience using Google Workspace (Google Forms, Google Sheets)
• Experience working with CRMs or EHRs
