GBV Coaching Program Senior Officer - Beirut - National Candidates Only

Background/IRC Summary:

Since November 2012, the IRC Women’s Protection and Empowerment (WPE) program established Women and Girls Safe Spaces through static and mobile locations in North Lebanon and the Bekaa Valley to respond to and prevent Gender Based Violence (GBV).  The WPE Program aims at increasing access of women and girls to life saving services and enables communities to identify and mitigate safety and security risks faced by women and girls. All programming is implemented using survivor-centred approaches that prioritize confidentiality, dignity, safety, and respect.

 

Job Overview/Summary:

The GBV Coaching Program Senior officer will significantly support the fulfillment of WPE capacity building plans and objectives in line with broader WPE’s mandate, values and program. The GBV Coaching Program Senior officer will perform the provision of technical support through trainings, on the job coaching, learning sessions as needed.

The coaching sessions will primarily target governmental and non-governmental GBV actors in various locations in Lebanon. In this perspective, the GBV Coaching Program Senior officer will perform a leading role in the supervision and implementation of the Case Management Coaching program funded by UNHCR. Within a broader scope of contributing to enhancing the national system on GBV response, the technical support required will largely focus on strengthening knowledge of target actors on GBV core concepts and services, with a focus on case management for GBV survivors.

The GBV Coaching Program Senior officer will also support the continuous growth of IRC and WPE human resources as needed. Particularly, this position will contribute to enhancing the capacities of other capacity building officers and staff through providing technical support and mentoring.

 

RESPONSIBILITIES

Material consolidation and development

  • Review and continuously update the case management training guide after CM trainings and participants’ feedback.
  • Develop or contribute to new training materials upon the needs identified in the field.
  • Develop materials for coaching and trainings in coordination with her direct supervisor.
  • Develop reference and supporting materials that are relevant to participants and will complement the trainings, sessions and workshops.
  • Develop and adapt training materials (handouts, presentations, etc.) and tools to monitor effectiveness of trainings, including pre and post-tests.
  • Assist in the development of the yearly Capacity Building and Partnership strategy for WPE/IRC.

Coaching and capacity building for GBV case management providers

  • Lead on the design and implementation of the SGBV case management coaching program through ensuring proper coordination and fulfillment of identified milestones.
  • Prepare and facilitate GBV case management coaching sessions for case workers/social workers working with governmental and non-governmental GBV actors at the governorate level to provide technical and emotional support.
  • Prepare and conduct workshops for case workers in each governorate based on the needs identified and to build case worker/social workers skills to deal with more complex situations.
  • Act as focal point for trainees in case any support is needed.
  • Develop coaching sessions for case manager/social worker supervisors/advanced learners that responds to the needs identified in the field if required by the programme.
  • Develop on the job coaching plan and conduct monitoring visits to the field, when relevant.
  • Proactively look into the development of alternative capacity building methods in case emergency working modalities apply.

Partnership

  • Prepare and implement coaching sessions for case workers/social workers from partner organizations when needed.
  • Closely coach and mentor the supervisor of case workers/social workers of partner organizations, when needed.
  • Contribute to the establishment of local partnerships as needed.

Reporting and Coordination

  • Support the development of monitoring and evaluation tools for the case management coaching and update them regularly.
  • Submit trainings and learning sessions reports to the line manager after each activity.
  • Contribute to donor’s reporting through providing relevant inputs and analysis of progress, challenges and achievements as needed.
  • Develop proper spending plan for activities managed by this position and submit it to the line manager.
  • Coordinate with UNHCR focal points and attend GBV WGs when needed.
  • Attend and actively participate in the capacity building monthly meeting.
  • Work closely and coordinate with the line Manager and WPE Coordinator.

Supervision:

  • Coach, train, and mentor direct report staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance.
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.

Other

  • Other duties as assigned by the supervisor to enable and develop IRC programs
  • All IRC staff is required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

 

QUALIFICATIONS

Required

  • Counseling and training experience with NGO/INGO organization, including for at least 3 years of experience in Case management for survivors of GBV.
  • Clear understanding of gender inequality, and issues of violence against women and girls.
  • Experience in management and supervision
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.
  • Ability to work as a member of a team essential.
  • Must be computer literate, including Microsoft Word and Excel.
  • Degree/diploma in Social Work, Counseling, Women’s Studies or other related field.
  • Experience in training and/or building capacity of other team members through coaching and mentoring.
  • Ability to communicate in English and write clear and concise reports in English strongly preferred.

Preferred

  • INGO experience.
  • Experience in budgeting and reporting.

Works well with a team and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.

Note: The GBV Coaching Program Senior Officer will spend time in the different locations based on the plan set with her supervisor in accordance with the project.
