Basmeh & Zeitooneh is a registered Lebanese organization, committed to serving refugees and vulnerable communities in Lebanon, through four community centers across the country. The organization runs educational, relief, livelihoods, and protection programs, and aims to serve as an inclusive and supportive focal point for the entire community.
Basmeh & Zeitooneh (B&Z) is hiring a MEAL Coordinator to be based full-time in Beirut at the B&Z HQ in Furn El Chebbak.

- Technically: Lebanon M&E Manager (M&E Unit)
- Operationally: FRL Project Manager (Civil Society Enablement Unit)
Job Purpose:
Through the Fostering Refugee Leadership project, the refugee community in Lebanon will have more agency in their lives, to have a say and be able to influence the solutions that suit them. It all starts with them identifying the problems, the root of the problems, their needs, the obstacles, and then they will decide on the best solutions for their community. Basmeh & Zeitooneh role’s will be to facilitate this road and provide the necessary resources.
The FRL will pursue the actualization of the below two main objectives:
- 80 refugee-led and co-lead initiatives are supported through capacity-building programs.
- 30 initiatives (out of the 80 initiatives) will benefit from medium grants provision schemes that will fully or partially finance the implementation of their community programs and interventions as per the community needs.
The MEAL Coordinator is therefore responsible for planning, coordinating, leading, and controlling the FRL project MEAL activities for 4-5 years while providing the needed support to empower the diverse stakeholders involved in the MEAL activities as well as beneficiary initiatives to enable them to adopt result-oriented approaches.
The MEAL Coordinator is also responsible for overseeing the MEAL aspects designed by the enrolled initiatives and supporting their development in order to pursue an extended sustainable impact on this intervention, with constant coordination and involvement of partners and donors, beneficiary participants, different departments and units in B&Z. Moreover, the MEAL Coordinator will remain responsible for participating in designing, planning, and overseeing the execution of the needs assessment as well as the regular production of context analysis.
Major Activities:
- Develop the log frame and results in frameworks related to the project in coordination with the project team and in a participatory approach with the main stakeholders.
- Design the M&E plans in coordination with the relevant units and departments, and ensure all parties understand their roles and responsibilities.
- Design and implement the data collection tools, ensure that the team understands them and is able to use them.
- Conduct the baseline assessment at the beginning of each cycle and share the finding with the relevant stakeholders (B&Z team, partners, networks.)
- Conduct Mid-term and final evaluation for the project, on outcomes and output level, in addition to process and activities level.
- Facilitate and coordinate the third-party evaluation where and when needed.
- Conduct the needed data analysis and produce informative clear reports that guide project implementation, lessons learned, and future planning.
- Support the partner RLOs in developing their relevant M&E tools as necessary.
- Produce quarterly reports highlighting the results and findings of the project.
- Attend the coalition relevant meeting and provide information and data.
- Train coach and guide the partner RLOs in Monitoring Evaluation Accountability and Learning, including the development of the necessary tools and conducting the needed assessments and evaluations.
- Maintain purposeful participation and healthy relationship with the relevant and potential partners and donors, through the participation in relevant meetings, workshops, events, site visits, webinars, and conventions and through the collaboration in the jointly-produced productions such as plans, proposals, reviews, reports as well as other types of public publications.
- Maintain a healthy liaison with the relevant team members, such as country programmatic and operations teams, support services teams, communication and fundraising teams, front line and community centers’ teams, as well as senior management and executive board members.

- Provide the necessary, relevant information, data, statistics, lessons learned, success stories, and success indication tools that will inform the quality delivery of the project activities in complementarity with B&Z strategies, plans, and mandates.
- Guide the project team on possible changes to the project scope, objectives as well as project plans using appropriate information and verification techniques.
- Develop relevant MEAL tools and data/information collection systems and improve the flow of MEAL-related information within the project team and with other departments where and when applicable; support and work with the relevant team members to reach quality results, and coordinate and create links between MEAL-involved team members.
- Ensure and promote safeguarding and protection principles among the MEAL activities related to the project performance; as well as the performance of the beneficiary initiatives where and when possible.
- Attend and participate in relevant meetings and participate in program/project developments and designs by providing insight and context.
- Support the relevant trainers, consultants, and coaches in developing curriculums and materials used in MEAL-related capacity-building activities.
- Participate in developing the internal and external programmatic progress reports according to the set timeframes as well as maintain comprehensive documentation of the information shared.
- Participate in the advocacy activities relevant to the FRL project and managed either by B&Z or its beneficiary partner initiatives, in deep coordination with B&Z Advocacy Unit.
People Management: Based on the needs, enumerators, field assistants.
Key Performance Indicators: Produce quarterly M&E reports illustrating the results, the challenges, lessons learned.
Education & Experience:
- The ideal candidate is expected to hold a bachelor's degree in a relevant academic field.
- A minimum of 3 years of relevant work experience in a relevant position is necessary (a reference check will be conducted, according to HR Unit judgment).
- A relevant work experience in promoting or advocating refugee leadership will be considered a plus.
