Organizational Setting and Work Relationships
The Field Associate is normally supervised by the Field Officer and/or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

The Field unit is responsible to conduct regular field monitoring missions to informal settlements and other locations where UNHCR persons of concern reside. During field missions, Field staff carry out general profiling of the location, identify individual and community level needs and make relevant referrals, provide counselling and information to refugees. Furthermore, Field unit is actively involved in needs assessment and response to local emergency situations such as extreme weather, fires, etc.

The incumbent will also assist in monitoring the quality of the provision of NFIs (and cash assistance as needed) for the operation under area of responsibility. S/he will be required to maintain strong relations with other units within UNHCR as well as implementing and operational partners and contractors working with UNHCR on the delivery of NFIs to persons of concern (PoCs).The incumbent will also have a geographical area of coverage for field monitoring and to undertake activities such as ATM monitoring, non-food items distribution monitoring as part of the emergency/ regular response, support in monitoring the distribution of cash cards/ PINs and participate in cards validation including mobile cards validation/ distribution for PWSN beneficiaries.

The duties of the incumbent may also include support on monitoring data collection for different types of assessments. In addition, the incumbent may be required to directly follow up on individual cases including liaising with relevant units and support in activities based on the needs of the office at any time. As such, the candidate needs to be flexible and proactive, ready to spend significant time in the field and possess excellent English drafting skills and data management.

The Field Associate also ensures that PoCs feedback on processes and decisions that affect their rights and dignity are adequately collected and reported. This may include participation and contribution to participatory assessments, information sessions for refugees and Outreach Volunteers (OVs), providing support and counselling to refugees at UNHCR Reception Center and support the Call Center, as and when required. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, basic assistance, protection staff and partners.

The candidate will have experience relevant to the function, working in the area of basic assistance including NFI, CBI and refugee protection with experience from the Syrian refugee response, and the capacity for analytical thinking. In addition, experience in working with I/NGOs in Northern Lebanon. Also, knowledge of UNHCR policies and experience in interviewing persons using a rights-based and AGDM approach.

Duties
- Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- Act as interpreter when required.
- Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Negotiate with local authority counterparts, partners and populations of concern.
- Represent UNHCR in physical monitoring of projects.
- Perform other related duties as required.
