Shelter and Settlements Program Officer

Main Role

The Shelter and Settlements Program Officer is responsible to effectively ensure the implementation of the LRC DMS Shelter and Settlements projects and activities while focusing on the “software” component. This includes PASSA activities, development and provision of training sessions, development of manuals, SoPs, methodologies and guidelines, community events etc. The Shelter and Settlements Officer on HQ level also provides guidance to the Shelter and Settlements Field Officer(s) and enhances their liaison with the Shelter Focal Person(s)/Volunteers in order to successfully respond to different emergencies, disasters or crisis.  

 

Essential Roles and Responsibilities

  • Support in assessing the appropriateness of different Shelter and Settlements programming options (including the “software” part), proceed with the selection of the targeted communities according to the feasibility of different program activities
  • Manage the software activities related to Shelter and Settlements program/project implementation in the different target communities, including regular visits to observe progress of program/project implementation
  • Manage the activity planning as per set targets (monthly, quarterly, annually) and deadlines by program/project plan of action in close collaboration with the DMS Shelter and Settlements Field Officer(s)
  • Monitor and evaluate the implementation of the program to determine more areas for improvement and best practices
  • Maintain effective and efficient oversight, support, quality control and reporting systems and processes
  • Ensure updated project documents, for quality and timely implementation of projects
  • Ensure regular field monitoring and modifications as required
  • Maintain database/archive/records of reports and project documents
  • Adhere to reporting guidelines for field trip, trainings, etc.
  • Provide direction and monitor field staff/volunteers in their implementation of the work plan and quality of technical activities
  • Facilitate requirements and make recommendations for planned activities
  • Manage day-to-day logistics, administration, and personnel activities (including any local, contracted personnel/daily labor) in accordance with the national law and organizational guidelines
  • Facilitate and support in organizing and planning meetings and workshops when required
  • Ensure relevant thematic issues are mainstreamed in the Shelter and Settlements program if appropriate
  • Ensure that protection, gender, inclusion, the environment, and other important cross-cutting concerns are taken into account in program design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g., elderly people, children, people with special needs, marginalized groups etc.

 

Operational/Technical Roles and Responsibilities

  • Contribute to tool development, planning sessions, and attend coordination meetings as requested by the Shelter and Settlements Program Manager
  • Supervise and monitor the implementation of the LRC/DMS “Soft” and “Hard” Shelter and Settlements activities
  • Plan, monitor, and analyze all “Soft” Shelter and Settlements Program activities. Provide technical support and adequate solutions to Shelter and Settlements Volunteers implementing soft activities
  • Support technically in the development, design and provision of “Soft” Shelter and Settlements trainings as per set timetable and budget. Facilitate organization and delivery of trainings
  • Supervise and monitor the Shelter and Settlements implementations carried out by contractors and subcontractors 
  • Provide supervision, guidance, and oversight to field-based construction including Shelter and Settlements Focal Person(s) to ensure quality assurance and quality control (QA/QC) of construction works and adherence to design specifications and standards
  • Collect feedback from different stakeholders and conduct reports on implementation of Shelter and Settlements modalities
  • Develop an archive with descriptions and projects for each site for documentation and future reference
  • Manage the HQ Shelter and Settlements Team fleet requests and ensure needed follow up
  • Coordinate closely with the LRC DMS Officers on all relevant issues in order to ensure a successful and complete Shelter and Settlements program implementation on all levels

Function Specific Experience

  • Previous experience in project management is a plus
  • Previous experience in design and construction of shelter and settlements projects is a plus  

Industry Related Experience

  • Previous experience in humanitarian field  
  • Previous experience as an LRC volunteer is an asset
