Terre des hommes- Lausanne is seeking a qualified Part-time Monitoring & Learning Officer - M&L in Beirut (3 days/week)
The monitoring and learning officer (M&L), with the guidance and assistance of the senior MEAL manager, is responsible for supporting the monitoring and evaluation processes of the projects’ activities and ensuring the accurate reporting of results for those relative activities. The M&L officer will help the country office in utilizing the findings in their planning and decision-making and hence will be collecting, documenting, analysing and reporting data, plus conducting learning activities of the outcomes/impacts that ensure both accountability and effectiveness of the projects within the framework of efficiency.
He/she will oversee the activities carried out by the field monitoring, as well as the field project staff and will support the MEAL team to establish effective qualitative and quantitative reporting and tracking systems. He/She is responsible for the internal and donor’s reporting of the MEAL activities specifically. The M&L officer will play a key role also in training Tdh staff and the partners on reporting and conducting learning events.
Aims of position:
Under the overall guidance of the senior MEAL manager, the M&L officer will be responsible for monitoring, evaluating and ensuring high quality and timely inputs, and for safeguarding that the project maintains its strategic vision and that its activities result in the achievement of its intended outcomes in a cost effective and timely manner. He/she will assist the MEAL manager in establishing and managing a learning environment within the Tdh and retaining an institutional memory with the documentation of the projects’ best practices, challenges and gaps that need to be covered .
The M&L officer will be responsible for implementing and reporting the MEAL activities of the project; assisting the MEAL manager in monthly/quarterly/annual reporting on projects’ progress.
Under the senior MEAL Manager, the Monitoring and Learning Officer will perform the following tasks:
Job Duties & Responsibilities
Strategy and policy:
Participate in drawing up intervention strategies in the field of project monitoring, evaluation, and reporting and implement them
Monitoring and Learning:
- Make suggestions and participate in the development of new learning tools in his/her field of activity
- Support teams in the field to conduct periodical reflection and learning meetings.
- Facilitate quarterly and annual review meetings at the delegation level with key staff on the strategic action plan 2022-2024,
- Support the MEAL department with the writing of a consolidated learning report on M&E activities at the organizational level every quarter,
- Coordinate with the technical unit, department heads, project managers, and focal points for activities to identify new developments in the fields of development & humanitarianism. Document these learnings and share with the management in simple to understand format.
- Support the communication officer with gathering content for the Tdh publicized news.
- Report on needs assessments and evaluations such as baseline, end-line and final evaluations relative to M&E activities (when requested based on needs, relevancy and availability). Ensure UpToDate context information is made available for new proposal development with the support of the grants and reporting officer.
- Evaluate, identify and document individual and program development needs
- Identify data collection tools, data sources, benchmarks, and performance targets.
- Prepare, update and develop learning documents, presentations and tools related to TDH projects.
- Review objectives and specifications; evaluating proposed changes; recommending changes; making modifications.
- Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies
- Collate and disseminate best practices, success stories and data analysis
- Support project leaders in drawing up monitoring-evaluation reports
Knowledge Management:
- Support the MEAL manager, the GPO officer and the program coordinators and managers in conducting when needed specific capitalization exercise for projects; report and share the learnings with the management. Ensure these learning’s are properly documented and shared at the time of new project development and the strategy review.
- Document best practices at Tdh Lebanon delegation and share with other Tdh delegations and HQ for broader adaptation and utilization. Also ensure such learnings are shared with coordination forums (clusters, etc) as seen appropriate by the management..
- Assist the program implementation team in timely and accurate reporting to donors on M&E activities.
Monitoring & Evaluation:
- Provide guidance to and support program Managers in ensuring that program quality is embedded in activities being implemented
- Contirbute to the developments of MEAL strategies (frameworks and learning tools) and systems including the definition of specific processes, methodologies and tools– and provide technical advice and support for the teams
- Ensure and coordinate the implementation of MEAL activities
- Ensure and coordinate project qualitative targets are being met and oversees the overall monitoring
- Report on MEAL activities specifically for external donors/ partners/ stakeholders in coordination with Program
- Implements qualitative (focus groups, satisfaction, interviews, child observations) and quantitative (surveys) tools to collect and report data with children, youth, leaders, parents, partners and other stakeholders.
- Identifies innovations and improvements to enhance effectiveness of the global MEL framework and systems
- Develops and submits output, outcome, and evaluation reports to the MEAL manager..
Information / Publications / Communication / Reporting (EN) :
- Support the MEAL department in writing the quarterly or circumstantial reports on the conducted activities and submit them to the MEAL Manager.
- Support the department in the implementation and conduction of MEAL activities and report on them (FGDs, assessments, surveys…). Make sure to share the lessons learned, best practices and recommendations in a simple understandable format with the key staff
- Assist with the periodic statistical M&E reports: monthly/quarterly or annual according to requirements
- Produces high-quality reports (outcome/ impact-oriented)
- Carries out assessments and analyses of the reports submitted and takes measures to improve services
- Support the MEAL manager in the conduction of learning workshops and events on the projects’ main activities and reporting of the results.
- Support the project leaders if requested with their planning and the writing of new projects based on learning workshops conducted.
Capacity Building & Development :
- Train Tdh staff and the partners on reporting and conducting learning events
- Make sure to share the results and recommendations of the learning exercises that can help best develop the implementation of the activities
Team management:
- Regularly communicate with his/her manager about the progress of his/her activities and problems encountered

Job Requirements:
Academic Background:
- Bachelor’s degree in Social Sciences, Humanities, quantitative/qualitative research methods, Statistics or Population Studies or Postgraduate training in Monitoring and Evaluation or report writing or any other relevant field is essential.
Experience:
- Minimum 2 years experience in a similar relevant position involving data collection, analysis, documentation and reporting preferably in social work, research, community development.
- Experience in working with NGOs and/or the humanitarian sector is an asset.
Professional competencies:
- Demonstrable experience in producing good quality documents for different audiences and triangulating quantitative and qualitative analysis.
- Ability to collect, analyze and produce good quality data and information
- Proven skills in data management, and a concrete knowledge of open source tools such as ODK collect, KoBo Toolbox or CommCare platforms is an asset
- Knowledge in computer statistical packages is an asset (EPI INFO, SPSS and Stata)
- Demonstrated experience and knowledge in developing and managing MEAL databases.
- Excellent analytical and report writing skills; extensive knowledge of learning methodologies.
- Knowledge, skills and experience in participatory survey/research methods
- Able to Work in different cultural backgrounds and in difficult situations, deal with confrontation due to differences (intercultural).

Location/Travel: Position will be based in Beirut with regular visits to operational sites where Tdh Lebanon operates.
