Livelihood Project Manager Tripoli – Lebanon (Re-advertised)

Since 2016 arche noVa has been active in Lebanon, implementing projects focusing on access to safe water, sanitation as well as on informal education. We are currently expanding our activities in the livelihood sector in the Nord and Akkar region. For the implementation and coordination of this, four years,  humanitarian aid project we are looking for a highly experienced professional:

Livelihood Project Manager – North and Akkar  

The responsibilities of the Project Manager include project and operational management, financial management and communication. The Project Manager is based in Tripoli with frequent travel to the field: North and Akkar. The position reports to the Head of Mission/Programme Coordinator and oversees the project team, as well as the technical teams in the partner organization.

The Project Manager is responsible for the supervision  of all activities implemented in North and Akkar in livelihood program.

Position to be filled: by end February  2022 or as soon as possible
Duration: Contract till 31.12.2022 with a 3 months probationary period, extension is desired.

 

Your responsibilities

  • Planning, management, monitoring and evaluation of livelihood project activities, that are implemented by the local partner organization,  in line with donor requirements and policies of arche noVa :
    • Developing of implementation plan for all livelihood project components together with arche noVa  Programme Coordinator and implementing partner
    • Organize and conduct base line study on livelihood activities together with the MEAL team
    • Providing technical support to the implementing partners and conduct technical partner assessment  of the livelihood components together with arche noVa  Programme Coordinator
    • Providing on-the-job coaching and capacity building for implementing partners of livelihood components together with arche noVa  Programme Coordinator
    • Undertaking regular field visits and visits to the implementing partners for technical monitoring and fine-tuning of livelihood activities
    • Ensuring effective, cost efficient and impact-oriented implementation of livelihood activities including budget controlling, spending and reporting in cooperation with Admin/Finance Manager
    • Preparation of the budget forecast and revision if need been in cooperation with the Admin/Finance manager
    • Supervising and monitoring compliance to donor and organizational regulations for all procurement processes within the livelihood project component together with the Logistician and Admin/Finance Manager
    • Continuously monitoring and evaluating of activities, schedules, structures and processes together with MEAL Manager
  • Providing accurate and timely project-related reports in accordance with the donor requirements and /or formats reports ( once per month)
  • Collaborating with the  arche noVa Senior management team and MEAL Manager to further improve indicators, conduct regular assessments to keep activities adjusted to needs and make relevant material available for the visibility of the project and the organization
  • Communicating and networking with project stakeholders, such as representatives from target municipalities, communities, business associations, local and international NGOs, UN agencies and relevant Ministries and partners together with the Head of Mission and programme coordinator of arche noVa
  • Participating in  working groups and clusters representing arche noVa  together with  Head of Mission and programme coordinator
  • Participating in organizational development as well as contributing to the arche noVas country and regional strategy

Your competencies

or

  • university degree and at least 3 years of proven working experience in a similar position  in the livelihood sector
  • Experience in the NGO sector is an asset
  • Strong leadership and team management skills; pragmatic and hands-on experience in the humanitarian project practice
  • Sound knowledge of the humanitarian principles and local and international standards for livelihood projects
  • Professional experiences in the Lebanon  ( advantage North and Akkar region), working  in insecure / volatile environments
  • Experience of training design, training delivery and facilitation in topics relevant to the position;
  • Experience of field-based mentoring and building the capacity of communities and partners is highly desirable
  • Experiences with German donors (BMZ) or international one i.e EU or UN donors
  • Excellent communication and networking capacities, including capacities to communicate technical content to varied audiences, including people with limited literacy
  • Ability to treat individuals with fairness and respect, demonstrating sensitivity for ethnic, cultural and gender differences;
  • Fluency in Arabic and English (written & oral)
  • Excellent knowledge of Excel, Word, and Power Point
  • Sound report writing skills
  • Motivated, proactive team member with high frustration tolerance and pro-active working attitude
  • Flexibility, adaptability and willingness to take on tasks and apply new methodologies in community settings
  • Willingness to travel frequently to field locations and a valid driving license.
  • Flexibility, ability to work under stress and capacity to meet tight deadlines
  • Experiences in proposal writing is advantage

Other

  • Ensure all activities are gender sensitive and follow arche noVa  Equity Policy;
  • Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to arche noVa and to not jeopardize its humanitarian mission in Lebanon;
  • Other duties as assigned

Nice to have:

  • Knowledge on cross-cutting issues (such as gender, inclusion and climate change) and related best practices
  • Knowledge about funding and operation mechanisms especially at country level (e.g. EU, UN OCHA, UNICEF , KFW, etc.)
