MEAL Coordinator

Background:

The Arab Resource Collective (ARC) is a non-governmental regional organization. ARC’s mission is to work with partners on producing and disseminating knowledge, promoting policies and developing human resources in order to translate rights into reality. ARC targets children and youth within their environment, and focuses on health, education and protection.

The Arab Network for Early Childhood Development (ANECD) is a network to disseminate knowledge around Early Childhood Development (ECD) and to connect global work on ECD with the regional and national work of the Arab countries and vice versa.  The network’s vision is the realization of development potentials of each and all young children with the support of families, communities, and states in all Arab countries by the mobilization of expertise and resources for the full development of every young child and for a better future.

 

A- Tasks and Responsibilities:

  1. Communication:
  • Work closely with ARC and ANECD Programs Manager and Coordinator.
  • Coordinate with the research assistant and research team when needed.
  • Train field workers and other staff on tools accordingly.
  • Receive reports from trainers/mentors, centers directors, investigator and follow up on their technical work with Programs coordinator.
  • Conduct field visits to the implementation area when and if needed.
  • Participate and provide support on strategic planning and theories of change of ANECD.
  • Coach, train, supervise, and mentor staff on MEAL tools.
  • Work in coordination with project coordinators as directed by management team.
  • Conduct quarterly learning events with staff concerning activities implementations.

 

  1. Design:
  • Demonstrate good knowledge of MEAL tools and systems.
  • Propose and develop ARC & ANECD specific MEAL work plans.
  • Prepare all the needed MEAL forms and tools to be used on field and on programmatic levels.
  • Be involved in the development of project measurements and indicators.
  • Revise developed MEAL tools and ensure they reflect accurate data.
  • Advise on data collection methods and processes.
  • Develops and encourages new and innovative solutions.
  • Develop, support, plan, and implement project and organizational needs assessment.
  • Provide technical and methodological activity specific support to programs for the implementation of monitoring and evaluation activities.
  • Propose thematic and operational studies on the activities from a MEAL perspective.
  • Develop a feedback and complaints mechanism for field implementation.
  • Liaise with programs teams to develop information sharing and community engagement strategies, to ensure stronger accountability to beneficiary communities.

 

  1. Reporting and quality:
  • Filing.
  • Cleaning, sorting, categorizing, and organizing data.
  • Collect data on a regular basis and measure achievement in relation to project workplan and indicators.
  • Ensure quality control of project activities.
  • Ensure a proper quantitative reporting.
  • Participate in the donor report writing.
  • Identify lessons learned and develop case studies and success stories to capture qualitative outputs of the projects.
  • Produce reports on MEAL findings and MEAL data.
  • Support reporting to donors by providing quantitative and qualitative data on a timely basis and ensuring quality of indicator reporting.
  • Encourage the adoption of child safeguarding and gender-sensitive mainstreaming analysis and practices among all direct reports.
  • Proposes adjustments or new activities to improve the quality of the operations or approaches used by the teams.
  • Support other reporting processes as required.
  • Generate MEAL reports and suggestions to Management Team on a monthly, quarterly, and yearly basis.

 

 

B- MEAL Officer Qualifications:

  • University Degree in statistics, demographics, research, ECD or related fields.
  • Additional certificate in MEAL statistics.
  • Proven minimum 3 years of professional experience in MEAL position.
  • Very high organizational skills, analytical skills
  • Knowledge of evaluation, data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • High understanding of project (design and implementation)
  • Very Good written and verbal English skills
  • High reporting skills
  • Excellent organizational skills and attention to detail
  • Previously worked with donors
  • Knowledge and experience with reporting and database systems.
  • Very good writing skills in Arabic is a plus.
  • Excellent knowledge and use of Excel and other MEAL tools.
  • Experience in ECD and Mental Health projects is a plus
