OOOOOO Organizational Background:
Under its Social Protection portfolio only, WFP aims in 2022 at supporting approximately 430,000 vulnerable Lebanese people with regular cash-based assistance (National Poverty Targeting Programme - NPTP) and 800,000 others with emergency cash-based assistance. WFP also intends on strengthening national stewardship of social assistance management through developing relevant systems, know-how and capacities at government levels.
Job Purpose:
WFP is seeking to fill the position of Programme Policy Officer for Social Protection Unit (SPU) to be based in Beirut, Lebanon.
The person selected will support regular SPU reporting and knowledge management. The incumbent will report to the Head of the Social Protection Unit (SPU) in the WFP Lebanon Country Office.
Duration:
The Programme Policy Officer will be contracted for an initial term of 12 months. Contract may be extended based on satisfactory performance.
Key Responsibilities (not all-inclusive, nor exhaustive):
The incumbent will be responsible for the following tasks:
- Lead in all Social Protection Unit mandatory corporate and donor reporting, analysis and monitoring reports requirements and ensure their timely-fashion and qualitative delivery.
- Prepare for SPU team a range of relevant analysis (inclusive of data analysis), reports and presentations on SPU activities and highlights trends/issues with support of other relevant units.
- In liaison with relevant units, provide strategic guidance to improve data analysis and monitoring & evaluation of SPU programmes co-led with the Government of Lebanon.
- Support specific technical assistance components aiming at strengthening reporting, data analysis, knowledge management and monitoring aspects of the NPTP at the Government level.
- Lead in the production of knowledge products that build the evidence based around topics directly related to the scope of work of SPU unit notably through making review and report findings accessible, developing innovative, user-friendly and informative products.
- Coordinate with external parties to conduct research, data collection, and analysis to provide strategic recommendations to the NPTP and Technical Assistance development of the SPU units.
- Perform other duties as may be required.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Advanced University degree in Economics, Agriculture, International Affairs, Business Administration, Social Sciences, Development Studies or other related fields or First University degree with additional years of relevant work experience and/or trainings/courses.
Experience: At least three (3) years of post-graduate professional experience in the fields of programme reporting, monitoring, performance assessment, management and/or research if holding an advanced degree (Master's degree), or five (5) years of post-graduate experience if holding a first university degree (bachelor’s degree).
Language: Fluency in both oral and written communication in English and Arabic.
Desired Skills and Knowledge:
Extensive experience in programme reporting (required)
- Excellent writing skills in English (required)
- Proficient computer knowledge and usage of MS software package, internet search and mapping software (required)
- Effective communication skills for diverse audience of different ethnic groups and economic levels, and interagency partners (required)
- Advanced analytical skills (desired)
- Experience in data analysis (desired)
- Experience in working with governmental entities in Lebanon (desired)
- Work experience with NGO or UN is a plus (desired)
- Knowledge and usage of analytical software (STATA, SPSS) is a plus
