The EU-funded Project EU for Women Empowerment (EU4WE) is a 36 months’ projects (October 2019 - October 2022) aiming at promoting full and unconditional equality between men and women in Lebanon.
The specific purpose of EU4WE is to:
- Reduce gender-based violence through women empowerment
- Enhance existing institutional mechanisms working towards gender equality.
The following results are foreseen in order to reach the abovementioned purposes:
- Result 1.1 (component 1): Entrepreneurial capacities of Lebanese women are enhanced (Women economic empowerment programme)
- Result 1.2 (component 2): The legal mechanisms against gender-based violence's are enhanced (Legal capacity building on GBV of legal professionals
- Result 2.1 (component 3): Gender oriented knowledge production and dissemination with the relevant stakeholders (Support to gender observatory and gender machineries)
This project is implemented and managed by Expertise France (EF). Expertise France is the French public agency for international technical assistance. The agency provides partner countries with knowledge, skills and management expertise in:
- Democratic, economic, and financial governance,
- Stability, international security and peace,
- Sustainable development, climate and agriculture,
- Health and human development.
- I. Mission’s objectives and tasks
- Objectives of the mission:
Expertise France is looking for a short-term self-motivated and talented communications expert to lead the communications activities related to the International Women Day (IWD) 2022 event that will be organized under the framework of EU4WE project.
The communication expert will be in charge of producing high-quality content that engages with the target audience of the project, while maintaining close coordination with the Communication Department at Expertise France HQ and the EU Delegation communication team.
- Mission’s tasks:
Under the supervision of EU4WE Project Manager, Team Leader and Deputy Project Manager, the communication expert will contribute to the organisation of the IWD event, and lead its communication aspects. He/She will develop and implement all communication and visibility material of this event. He/She will closely liaise and coordinate with service providers (designers, videographer, printing houses, translators, etc), handle press relations and media opportunities, and manage social media.
His/her main responsibilities include, but are not limited to:
- Create a communication and marketing strategy for the event, in-line with the EU4WE communication strategy.
- Plan and manage the design, content, and production of all communication materials for the event, while taking into account the existing identity of the project.
- Adapt the ideas and visuals proposed by the previous communication expert to the recent evolution of the event according to the discussions between the team and the donors.
- Work with the different project experts and the team leader of the project to generate new ideas and content related to the event.
- Create social media calendars and develop content and visual elements for the event.
- Manage the implementation, tracking and measurement of the media campaign for the event.
- Develop press release, press kit, and related marketing and promotional materials in the context of the event.
- Run the selection process for recruitment of service providers (designers, videographers, printing houses, ad agencies, ext...) as requested and along the guidelines of calls for proposals, including the development of TORs if needed.
- Oversee all the communications material related to the event to ensure that it is consistent with the EU4WE identity as well as the visibility of EF and EU.
- Network and outreach with relevant audience and stakeholders to ensure proper visibility.
- Update EU4WE page on EF website following the event.
- Coordinate the different approval processes required for each communication element related to the event.
- Respond to communication-related issues in a timely manner.
- Oversee the implementation of the event and take pictures to be used on social media.
- Prepare detailed activity report following the event.
- Deliverables:
- Monthly detailed timesheets
- Communication strategy for the event
- Documented procedure and reporting for selecting outside contributors and service providers
- Pictures of the event
- End of mission report
II. Requested Profile and Qualifications
- Educational level:
- Bachelor’s degree in in communications, journalism, public relations or relevant field.
- Professional qualifications:
- A minimum of 5 years’ experience in a similar role.
- Proven experience creating targeted content is advantageous.
- Strong knowledge of communication practices and techniques.
- Outstanding written and verbal communication skills.
- Familiarity with using design and editing platforms and any media tools when needed.
- Fluent in English and Arabic
- French as a plus
