I.Project Background
The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No. 3 (TO 3), the project will provide technical assistance to municipalities, civil society organizations (CSOs), the private sector, or other entities to increase capacity and ensure sustainable impact in providing key essential services. The main objective of this 5-year task order is to support Component 3 (Capacity Building) of the CSP Program by delivering technical assistance to enhance the sustainability of CSP interventions under Component 1 (Community Stabilization Support) and Component 2 (Community Development Support), and if required, under future Task Orders.
II.Summary of Position
The Capacity Building Officer(s) will support the successful delivery of capacity building/technical assistance interventions under Task Order 3. The Officer(s) will conduct frequent field visits to the regions of CSP operations to establish relationships with local partners and beneficiaries, in close coordination with CSP’s field-based staff. The Officer(s) will contribute to the design of capacity building/technical assistance interventions during the initial design of community stabilization and development assistance interventions. Depending on partner needs and the scale of interventions, the Officer(s) may either deliver trainings directly or engage the services of external training services providers, as needed. The Capacity Building Officer(s) will provide dedicated support to both municipalities and civil society organizations (CSOs) and may shift their focus (geographic and/or partner type), as needed, to address the identified capacity building gaps.
III.Specific Duties and Responsibilities
- Work closely with the Task Order 2 and Task Order 3 teams to design and deliver capacity building/technical assistance interventions that are appropriate to respond to the established program goals, purpose, and strategic priorities;
- Under the technical guidance of the Municipalities Capacity Building Manager, CSO Capacity Building Manager, and Task Order 3 Director, identify and implement capacity development interventions, such as on-the-job training, coaching, and mentoring;
- Contribute to the analysis and evaluation of capacity building needs and make recommendations for targeted interventions;
- Make recommendations for follow-up capacity building activities that could sustain and enhance the delivery of essential services or enhanced economic opportunities;
- Conduct field visits to monitor progress of capacity building activities and provide support as needed;
- Regularly and thoroughly report to the capacity building managers all success, challenges and concerns;
- Actively engage with the MEL team to communicate progress of capacity building activities, interventions, and techniques;
- Follow up with the experts, service providers, local communities and CSP/TO3 team to make sure that all supporting documents demonstrating the implementation of the technical assistance activities and the outcomes achieved are complete, adequate, and properly saved;
- Draft the technical assistance completion report detailing all the activities undertaken in the field along with the results and outcomes achieved; and,
- Undertake other duties as assigned by the Capacity Building Managers and Task Order 3 Director.
IV.Qualifications
- Bachelor’s degree required; Master’s Degree in relevant technical field preferred;
- Five to Ten years of work experience in the relief and development sector in Lebanon on projects funded by international donors, with USAID-experience preferred;
- Demonstrated capabilities in one or more of the following competencies:
- Solid Waste Management
- Water Resource Management
- Energy/Renewable Energy
- Water and Waste Water Treatment
- Agricultural Engineering
- Rural and Echo-Tourism
- Experience in organizational capacity development working effectively with municipalities and/or CSOs;
- Experience delivering technical assistance and capacity building interventions, including training, coaching, and mentoring;
- Demonstrated experience developing training curricula, including workshop agendas, presentations, and training exercises;
- Familiarity with a wide range of capacity building techniques;
- Ability to work in a professional and cordial manner with fellow project staff members, visitors, and the general public;
- Proven ability to work collaboratively across diverse sets of stakeholders;
- Knowledge of USAID’s rules, regulation, and procurement practices preferred;
- Experience working across Lebanon, specifically in the North, South, and Bekaa regions preferred;
- Fluency in spoken and written Arabic and English required.
V. Location of the Assignment
The Capacity Building Officer will be based in Bekaa and will be expected to travel occasionally to CSP offices in Sin EL-Fil, Beirut.
VI. Reporting
The Capacity Building Officer(s) will report to the Capacity Building Manager, or equivalent.
