Shelter Database Officer

  1. Role and responsibilities

The Shelter/WASH Database Officer is responsible for contributing to the development of Shelter/WASH procedures in the North by daily organising and maintaining the Shelter Database and preparing relevant reports in line with NRC’s strategy and standards

Generic Responsibilities

  1. Elaborate and maintain outputs database on a daily basis based on field data collection sheet
  2. Prepare data collection sheet for assistants
  3. Carry out data collection as required
  4. Prepare surveys as required
  5. Coordinate with the M&E department on data sharing
  6. Prepare targets progress reports
  7. Prepare donor monthly indicators database
  8. Ensure that NRC activities are implemented within NRC’s protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper follow up
  9. Ensure that all protection-related cases are referred to the concerned referral focal point and to the Protection Coordinator.

 

Specific responsibilities

  • Act as focal point for all NRC software related to field data collection – Kobo, ODK, dynamics 365, etc. As well as RAIS and Activity Info and DHIS reporting.
  • Prepare targets progress reports (weekly/monthly/quarterly) generated from the database.
  • Perform Data entry on shelter and WASH  database and extracting data from database as requested by Shelter and WASH PM
  • Manage data regarding all implemented projects (owners, beneficiaries, bills of quantities, social assessments, annexes, etc.)
  • Provide guidance to social and technical Assistants and Officers in terms of field reporting requirements
  • Participate in the design of different databases and proposes technical solutions for consolidation of all data related to the project implementation.
  • Ensure that all files (both soft and hard copies) are complete, enforcing the correct archiving of the documents and arranging to send relevant files to management and finance when requested.
  • Coordinate with the M&E department on data sharing and NRC’s internal reporting systems including donor monthly indicators database.
  • Manage all shelter and WASH data back-up for the north offline and online clouds such as OneDrive, Dynamics 365, etc.
  • Conduct payment reconciliation with finance team on a monthly basis
  • Report on any data discrepancies between reported data on different platform and the shelter and WASH database

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Monitoring & Evaluation: Coordinate on data validation, monitoring, and reporting platforms
  • Coordinate on data linked to Education and other programs.
  • ICLA: refer cases in need of ICLA support and coordinate on service mapping.

 

  1. Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies

  • Bachelor degree in Statistics, IT, Data Management, Social Work, Social Sciences, Economics, or other relevant field
  • 2-3 years’ experience from working in a relevant position with humanitarian organizations
  • Solid understanding of quantitative data processing
  • Experience with data management software and tools (spreadsheets, SQL, ODK, other)
  • Experience in information management and analysis, and M&E approaches and techniques.
  • Knowledge of KoboCollect. Google Earth; SPSS or other analytical software a plus
  • Solid reporting skills
  • Proficiency in Arabic and English
  • Proficiency in Microsoft Excel
