WFP supports as well Lebanese schools with school meals and supports vulnerable households in protecting and improving their livelihoods through trainings and rehabilitation of local infrastructures. WFP also supports Lebanon’s National Poverty Targeting Programme, and Lebanon’s Emergency Crisis and COVID-19 Response Social Safety Net Project (ESSN)

Job Purpose:

 

To support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation.

 

Organizational Context:

 

This post is based in Beirut CO and the incumbent is to report to the Monitoring and Evaluation (M&E) Officer.

 

Contract Duration:

 

The Programme Policy Officer will be contracted for an initial term of 12 months. Contract may be extended based on satisfactory performance.

 

Key Responsibilities (not all-inclusive, nor exhaustive):

 

Under the supervision of Monitoring and Evaluation (M&E) Officer, the incumbent will perform the following tasks:

 

1. Support the line manager in providing inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP)), while being compliant with WFP evaluation and monitoring requirements.

2. At Country Strategic Plan (CSP) design stage, contribute to the development of the Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks.

3. Support in the coordination of the Country Office monitoring activities through ensuring that the monitoring systems and tools in place are compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).

4. Draft regular monitoring reports on the status of results and implementation progress and contribute to the data analysis.

5. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.

6. Support technical units in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.

7. Support in budgeting for M&E costs and advocate through line manager for both appropriate financial and human resourcing.

8. Support the capacity building of WFP staff, cooperating partners and national government counterparts in M&E through training and information sharing.

9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

10. Perform other related duties as required.

 

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

 

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

 

Experience:

At least three (3) years of post-graduate professional experience in monitoring and evaluation if holding an advanced degree (Master's degree), or five (5) years of post-graduate experience in monitoring and evaluation if holding a first university degree (bachelor’s degree).

 

Language:

Fluency in both oral and written communication in English and Arabic. Fluency in French is an advantage.

 

 

Desired Skills and Knowledge:

 

  • Previous experience in humanitarian or development contexts and knowledge of the humanitarian and development activities and procedures in the country.
  • Very good experience using computers including Microsoft Office specifically Microsoft Word, Power Point and Excel.
  • Experience using SPSS or STATA.
  • Ability to undertake basic statistical analysis.
  • Ability to coordinate and facilitate communication with relevant units/teams including ability to follow-up on M&E results and actions for effective implementation of programmes and/or policy discussions.
  • Good knowledge of Gender and protection analysis,
  • Well-organized.
  • Excellent English writing skills.
