MEAL officer

Context

The LHF funded project “Food security and nutrition for 665 migrant worker households in Beirut and Mount Lebanon” launched in August 2021.

This project targets 665 vulnerable migrant households in Beirut and Mount Lebanon with balanced and nutritious food for a period of 6 months. All recipients will also receive multi-sector messaging translated into languages appropriate for migrant workers in Lebanon. Households with children under 2 years old, will receive IYCF awareness raising support plus micro-nutrient supplements to complement the food distributed. Early detection and referral for treatment of moderate or severe malnutrition for children aged 6-59 months will follow a family MUAC approach with strong referral pathways to referent malnutrition treatment centres in nearby PHCs.

The project will work with and through members of Migrant-Led Initiatives (MLIs) and focus on building their capacity in warehouse management, distributions, M&E, nutrition education, accountability to affected populations and referrals; ensuring benefits that last beyond the duration of the project.

About the post

The post is a 5-month duration, starting on the 1st March until the 31st July 2022, based in Beirut.

The post-holder will lead monitoring of all progress and indicators, and analyse information in order to recommend project adjustments; Ensure effective working relationships with a team of MLI MEAL volunteers; and contribute to Concern’s external reporting and communications activities.

Owing to the requirements of the project, the working week is Wednesday to Sunday, with Monday and Tuesday being rest days in lieu.

Roles and responsibilities for this post:

MEAL Activities

  • Ensure LHF progress, output and outcome indicators are monitored according to the project M&E Plan
  • Analyse data for project progress tracking and quality montoring, and present this to the project team with key project adjustments and learning recommendations
  • Contribute to development and timely submission of high quality logframes for all new funding proposals related to the Beirut migrant programme
  • Ensure the timely updating of Concern’s referral database in collaboration with the Nutrition Officer, analysed and reported on a monthly basis
  • Oversee any research activities that may be taking place in Beirut, notably focused on TOR development, data analysis, and reporting
  • Identify and train additional MEAL volunteers as required and in coordination with the Beirut PM

Management

  • Manage and organise the outputs of the MLI MEAL volunteer team, under the principles of solidarity, respecting their ongoing commitments outside of their volunteer activities

Interaction with Concern

  • Closely work with the MEAL manager (Tripoli), partnership and accountability officer (Tripoli) for MEAL and CRM functions, and programme development and quality manager to ensure high quality and timely completion of deliverables for the project

Partnership

  • Ensure respectful interaction with members of the MLIs under the principles of solidarity,  ensuring that they are fully informed on project progress and able to contribute to decision-making related to MEAL activities
  • Ensure that capacity strengthening of MLIs are being met with a view to supporting their capacity to autonomously manage and monitor programmes in the future, using key indicators to monitor their progress.

Reporting

  • In coordination with the Beirut PM, ensure all activities are reported on in the monthly reports to the donor along with interim and final reports
  • With the Beirut PM, contribute to other external reports such as monthly reports to relevant technical working groups and ad hoc reports as required
  • Internally, contribute to monthly Concern sitreps and other reporting deadlines, as well as written and verbal updates on all activities upon request from the Beirut PM.

Qualifications for this post:

Necessary:

  • Educated to undergraduate degree level in a field related to social sciences, international development, economics, statistics, mathematics or similar
  • At least 5 years’ experience in humanitarian M&E, market research, or similar roles involving survey development, data collection, and data analysis
  • Proven experience in using Digital Data Gathering software
  • Demonstrated expertise in qualitative and quantitative research processes and methods, and in developing and tracking key performance indicators or logframes
  • Proven ability to build effective relationships with internal and external stakeholders
  • Fundamental agreement and ethical buy-in to the principles of solidarity, anti-racism, feminism, equality and impartiality
  • Fluency in Arabic and English, both written and spoken. French would be a plus.

Preferred:

  • Prior experience working with migrant workers in Lebanon
  • Prior experience working with INGOs
