JOB TITLE: Program Monitoring, Evaluation & Learning (PMEL) Coordinator

LOCATION: Beirut based with regular travel to Mount Lebanon, North (T5 and Akkar), Bekaa (North, West and Central), and South

ABAAD PURPOSE:

ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings.

 

JOB PURPOSE:

The Program Monitoring, Evaluation & Learning Coordinator will be leading the MEL unit at ABAAD. Adding to overseeing and managing the PMEL officers, the PMEL coordinator will ensure that the activities result in the achievement of its intended outputs and outcomes in a timely manner and in line with ABAAD’s standards and mission.   The PMEL Coordinator with the PMEL officers will be responsible for designing and implementing the MEL activities of the Projects; assisting the Project Coordinators in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Projects and will be responsible for the collection & analysis of different data in relation to the project activities.

Post holder reports to: Head of programs (HoP)

 

KEY RESPONSIBILITIES:

  • Develop and strengthen monitoring and evaluation procedures and build the capacity of the PMEL Team
  • Participate in the project design led by the Senior Grants and Partnerships Coordinator and Head of Programs
  • Ensure M&E plans are developed for each grant
  • Oversee the work of the PMEL officers, create a weekly/monthly plan, and ensure task division of tasks equitably and in a timely manner
  • Monitor all projects activities and progress towards achieving the projects outputs and outcomes;
  • Monitor and evaluate overall progress on achievement of results;
  • Develop and strengthen monitoring and evaluation procedures and build the capacity of the PMELTeam
  • Support program staff on ways to properly document, organize and capture projects progress;
  • Perform regular field visits to ensure the quality of data collected and to verify the accuracy of reported data;
  • Support, participate, and plan program and project evaluations.
  • Organize and conduct mid-term and post-project evaluations in the target areas;
  • Ensure all activities are implemented according to the log frame indicators; and be involved in the log frame(s) development and write-up after meetings with donors
  • Provide qualitative and quantitative report of the activities;
  • Conduct data analysis and provide inputs, information and statistics for monthly, quarterly, annual and other reports to Program Management Team;
  • Assist in coordinating across the multiple components of the overall Program to ensure that M&E/MIS system is effective and in Line with ABAAD’s standards and mission;
  • Responsible for overseeing the timely and accurate monthly reporting and/or other donor reporting requirements;
  • Hold briefing meetings sharing updates and performance toward targets
  • Design and lead M&E trainings to the field staff on a regular and/or needs-based manner 
  • Manage all data properly in clean form, and analyze to use for project management, learning and meet all the reporting needs.
  • Respond to periodic donor and headquarters requests for additional information on project activities and results.
  • Document lessons learned, successes, failures and best practices via case studies
  • Ensure incorporation of learning in program design
  • Other tasks as assigned by the HoP

 

SKILLS AND COMPETENCIES:

  • University Degree preferably in Business Administration, Economics or related field;
  • At least 5 years of experience in the design and implementation of M&E/MIS;
  • Experience in designing tools and strategies for data collection, analysis and reporting;
  • Strong communication and interpersonal skills
  • Commitment to human rights, gender equality, non-discrimination
  • Flexible pro-active attitude
  • Ability to work well as an individual and in a team
  • Ability to manage an unpredictable workload in a challenging environment
  • Ability to work across socio-cultural and religious contexts

  • Languages: Fluency in spoken and written English, French is a plus
