Civil Society Enablement Program Manager

Basmeh & Zeitooneh is a registered Lebanese organization, committed to serving refugees and vulnerable communities in Lebanon, through four community centers across the country. The organization runs educational, relief, livelihoods, and protection programs, and aims to serve as an inclusive and supportive focal point for the entire community.

Basmeh & Zeitooneh (B&Z) is hiring a Civil Society Enablement Program Manager to be based full-time in Beirut at the B&Z HQ in Furn El Chebbak.

Job Purpose : 

This position will be working on growing and developing the Civil Society Support Program on a regional basis.

Working with the program team to manage and lead the program; design, write and pitch new proposals, ideas, and partnerships. 

With the support of the CSO, the CSS program manager will build a development strategy that includes new partnerships with local and international organizations, building donor relationships, and key areas to further develop the program.

Main Responsibilities :

  • Develops Basmeh & Zeitooneh’s strategy for civil society support in cooperation with Senior Management.
  • Implements manage and lead the implementation of the CSS program strategy.
  • Represents Basmeh & Zeitooneh in meetings and conferences with INGOs, local partners and NGOs, local and governmental authorities, and donors.
  • Responsible for overseeing the management of human resources in the department; including setting job descriptions, requesting new staff, and ensuring that all staff is in conformity with Basmeh & Zeitooneh’s internal policies and procedures.
  • Liaises with Senior Management and Field Staff and ensures the availability of the resources, skills, and tools to ensure the achievement of all program objectives and the organization’s mission.
  • Ensures the financial feasibility of all civil society programs; ensures all programs are within budget and that funds are managed in a highly transparent manner.
  • Collaborates with the Development and Finance departments to produce Basmeh & Zeitooneh’s annual financial and narrative reports detailing the organization’s activities in the department 
  • Ensures the proper handover of new projects from the development department to his operational staff.
  • Supervises department staff in implementing projects and all technical and operational aspects of the projects.
  • Organizes and accompanies partners and potential donors in field visits that promote Basmeh & Zeitooneh’s work in countries.
  • Provides regular updates to Basmeh & Zeitooneh’s CSO regarding operational developments in countries.
  • Initiates relationships with donors interested in funding projects in the department in coordination with the Senior Management.
  • Keeps regular communication with donors regarding the operational updates of the ongoing projects
  • Follows all contractual obligations with partners including project documentation and partnership/donor contracts
  • Ensures, in cooperation with the ME team, that the Monitoring and Evaluation and Feedback and Complaints mechanisms are in place and functional
  • Ensures the safety and security of all project teams through conducting regular risk and security analyses.
  • Supports the development of training manuals and modules.

People Management :

  • Line manage relevant project teams under the CSS Program
  • Support and coach project teams and solicit appropriate training opportunities for team members as per performance objectives.

Education & Experience :

  • A bachelor’s degree in Business Administration, Operations Management, International Relations, International Development, Economics, or any other related discipline.
  • Minimum of 5 years of experience in management within the nonprofit sector
  • Thorough understanding of civil society issues, strategies, and non-governmental organizations.

Competencies :

  • Must be proficient in Microsoft Office Suite, with adequate computer and research skills
  • Must have strong leadership skills
  • Diplomatic, with strong interpersonal communication and negotiation skills
  • Successful in leading teams, and motivating them
  • Must be Fluent in Arabic and English
  • Must have personal qualities such as  a strong commitment to integrity, respect for diversity, and the ability to inspire others
