TIF - Business Implementation Manager

Project Background:

The USAID/Lebanon Trade and investment Facilitation (TIF) Activity will facilitate the export of Lebanese goods and services to generate foreign exchange through investments and business enabling environment reform that simultaneously promote job creation, income generation, and improved livelihoods throughout the country. TIF has three objectives: 1) increased exports of Lebanese goods and services, 2) investment facilitation leading to increased domestic investment, and 3) improved business and investment enabling environment. Communicating results through outreach and sharing knowledge with private and public sectors is a crosscutting objective.

The Business Implementation Manager, under the guidance of the Deputy Chief of Party, will implement activities to increase Lebanon’s export of goods and services and job creation. Activities are through a grant, purchase order, subcontract, or technical assistance. This position requires significant travel throughout Lebanon, specifically outside of Beirut.

Responsibilities and Key Tasks:

• Follow up and report on the overall management and implementation of TIF’s effort to increase exports of Lebanese goods and services, increase sales through import substitution, and create jobs. Activity business partners include but are not limited to partners implementing grants, purchase orders, subcontracts, and technical assistance.
• Serve as the primary contact and liaison with business partners, as assigned.
• Monitor all activities to ensure quality control and timely completion of all deliverables,
• Prepare, review, and deliver all documentation to TIF as required and scheduled for the assigned grant, purchase order, subcontract, and/or technical assistance.
• Supervise and coordinate all backstopping to avoid, prevent, and resolve any administrative, technical, and personnel issues.
• Evaluate the records submitted by the business partners to validate their results.
• Set performance targets for business partners that flow from project-level targets.
• Coach the business partners' team and TIF team on data and documentations collection.
• Validate data from business partners to assure data integrity and the veracity and causality of TIF interventions and results.
• Seek out and analyze other methods to achieve TIF results: look for other cost-effective means of increasing sales and jobs.
• Monitor results: periodically monitor business partner results and recommend best approach to ensure that business partner works smoother, faster, and achieve results with greater impact.
• Deliver periodic reports related to the business partners' performance.
• Other tasks as required by the DCOP.

• Bachelor’s degree is required. Degree in Business Administration, Economics or related field is preferred.
• At least 8 years of relevant professional experience is required.
• Demonstrated knowledge of agro-food manufacturing sector.
• Demonstrated knowledge of economy ecosystem key players with proven impact results.
• Experience in export-oriented business development, business transactions, trade facilitation, or other relevant experience.
• Good experience in managing the evaluation and supervision of business support projects. 
• Hands-on experience in the private sector to communicate effectively with entrepreneurs and business managers.
• Good Analytical skills and problem-solving ability.
• Demonstrated ability to develop new impactful activities, evaluate potential client companies, and make the business community aware of TIF’s capabilities and services. 
• Strong communication skills - both written and oral – in Arabic and English
• Good business acumen.
• Previous experience with USAID-funded projects is desirable.
• Willingness/ability to travel throughout Lebanon.
