Monitoring & Evaluation Field Officer

Main Responsabilities

 

  • Ensure data collection using MdM monitoring and evaluation (M&E) tools by performing regular field visits to the primary health care centres (PHCCs) and during outreach activities.
  • Guarantee timely and accurate information.
  • Collect the needed data in the PHCC and among partners.
  • Produce written reports on a weekly basis: field visit reports, weekly facilities checklist, etc.
  • Participate in the formulation of data collection forms and monitoring templates, surveys, focus group templates and individual interviews with beneficiaries.
  • Participate in the analysis of data collected.
  • Participate in regular meetings with the rest of the team to provide updates on data gathering progress, and to receive guidance and instructions from direct line manager.
  • Collect, report, and follow up complaints and feedbacks.

 

 

Main responsibilities and activities of the M&E field officer can change according to the organization of the work and to the composition of the team.

 

 

Main activities

 

  1. Monitoring and Evaluation: Data Collection
  • Ensure data collection using MdM monitoring and evaluation tools by performing regular field visits in the PHCCs and during outreach activities, mainly in Bekaa area.
  • Collect beneficiaries’ feedbacks and data concerning healthcare access and provision of services (exit and satisfaction surveys, focus group discussions and individual interviews with beneficiaries of services, etc.).
  • Guarantee timely and accurate information.
  • Coordinate with the Health Monitoring Officers on the timeline of all the M&E activities within the PHCC, in liaison with Program Manager.
  • Assist in the design, creation, and implementation of different M&E tools including (needs assessment, baselines, On-Site monitoring, Post-Distribution monitoring, surveys, etc.).
  • Conducting focus groups discussions (when needed)
  • Communicating with beneficiaries, listening to them, receiving their complaints and then responding back to beneficiaries with the complaint progress.
  • Make the necessary arrangements before the assessment (call group participants, check access to areas, set times, check availability, etc…) 
  • Coordinate with the logistics staff (drivers) about the location of new places, movements and interviews

 

 

  1. Reporting and Data Analysis
  • Report continuously the progress of the activities and assessments to the line manager
  • Report weekly on all the activities related to assessment and data collection
  • Regular debriefing and feedback to the MEAL Manager and Project Managers.
  • Participate to the design of tools used to collect data from the PHCCs and outreach activities (questionnaires, checklists, individual interviews, focus groups, beneficiary satisfaction surveys and exit surveys) in coordination with the program team.
  • Produce written weekly reports and submit them to the MEAL Manager.
  • Produce a written monthly report to analyse the data and information collected.
  • Upon needs, produce reports on specific issues to the request of the MEAL Manager.
  • Assist in generating summaries for analysis when required (graphs, tables, reports) from the database.
  • Under the supervision of the MEAL Manager, record activities and data and archive them in appropriate forms.

 

  1. Coordination
  • Work in liaise with the Health Monitoring Officers and the IT and Data Manager.
  • Participate in regular meetings with the program team to provide updates on data gathering progress.
  • Participate in regular meetings with the partners’ PHCCs.
  • Participate in daily meetings with the MEAL manager and the Data manager before leaving for field
  • Communicate aims and objectives of the study with community and respondents

 

  1. Capacity building of MdM partners
  • Coach and support partners’ staff in the PHCCs with trainings.

 

  1. Accountability
  • Support the MEAL Manager and the IT and Data Manager in the Beneficiary Satisfaction Survey (inputs on the BSS questionnaire, support in the daily workers recruitment, support in the preparation and the implementation of the survey, etc.).
  • Ensure the accountability of the activities by collecting information among beneficiaries and provide them with feedbacks when it is needed.
  • Be proactive to propose templates to monitor and evaluate the accountability of MdM activities.
  • Follow-up on the quality and accountability of activities.
  • Work closely with MdM field staff to collect and follow up complaints and feedbacks from the beneficiaries.
  • Inform target beneficiaries of their rights, the intended results and impact of the project, the       monitoring and evaluation processes, and the feedback and complaints Mechanism.

Requested competences/skills/profile

 

  • University degree (BA) in statistics, social science, international development; master degree will be valued
  • Experience or background in epidemiology, public health, health information management or a related discipline will be valued
  • Good knowledge of the public health sector in Lebanon, in particular in primary health care
  • Experience in quantitative and qualitative data collection including survey design, implementation and analysis
  • Good command of Microsoft Word, Excel and Open Data Kit (ODK) is mandatory; competence in EPI-info and SPSS will be an asset
  • Ability to seek, collect, clean and critically analyse data and information needed to achieve the tasks
  • Professional proficiency in Arabic and English is mandatory
  • Willingness to travel frequently during working hours to pay field visits, and flexibility to adapt work schedule upon job requirements
  • Good communication skills (oral and written)
  • Experience in working with NGOs is preferred
  • Ability to cope with difficult security context
  • Excellence in organizing, planning and prioritizing tasks
  • Ability to work with a team as well as to work independently
  • Clear commitment to the project thematic
