GBV Data Analysis and Reporting Consultant - Beirut - National Candidates Only

Background of the project  

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. In July 2012, IRC conducted an emergency assessment in Lebanon that revealed increased risks of violence among women and girls due to the Syrian conflict. Since November 2012, the IRC Women’s Protection and Empowerment (WPE) program has established several static Women and Girls Community Centres (WGCCs) and mobile safe spaces in the North and Bekaa Valley.  Within the safe spaces and community centres, the WPE Program aims at increasing access of women and girls to psychosocial and Gender based violence (GBV) case management services and enable communities to identify and mitigate safety and security risks faced by women and girls. All programming is implemented using survivor-centred approaches that prioritize confidentiality, dignity, safety, and respect.

 

Scope of work

Following the compounded crises that have been evolving in the Lebanese context since 2019, the situation of vulnerable women and girls among the refugee and host community are being drastically affected throughout the country. The Women’s Protection and Empowerment team within IRC are committed to assess the safety situation of women and girls in areas of implementation on a periodic basis that allow responding to emerging needs and flagging trends and risks. Through the past few years, the Women’s Protection and Empowerment Programme has built a solid M&E system that has generated multi-layered set of data, involving both quantitative and qualitative data. The purpose of this consultancy is to analyse available primary data in addition to conducting a desk review of secondary data to produce a GBV risk assessment report. The Data Analyst will work closely with different internal stakeholders including the M&E team and the WPE field teams to conduct higher-level of in-depth statistical analysis for internally led outcome monitoring studies, baselines and evaluations. The purpose of this position is to ensure that WPE is producing useful and high-quality evidence and learning on topics of interest.

Deliverables:

Consultant

  • Filter and “clean” data by reviewing collected primary data.
  • Collect secondary data and review available reports.
  • Transform, validate, and model data with the purpose of understanding the data best suited to address given questions.
  • Apply appropriate statistical principles, identify, analyze, and interpret trends or patterns in complex datasets.
  • Correlate data sets based on findings identified by WPE field team and other actors.
  • Compare collected data with the previous GBV risk assessment report.
  • Explore and apply new data visualization techniques to increase insight and visibility to data trends and associated policy-related opportunities, challenges and priorities.
  • Develop comparatives graphs, reports and trend analysis.
  • Produce a final comprehensive GBV risk assessment report.

IRC WPE Team:

  • Provide the consultant with background materials, raw data and reports.
  • Provide the consultant with clear guidance on the specific outputs. WPE will assign a focal point who will be responsible for supervising the consultancy work, which will require the validation of WPE Coordinator.
  • Provide the consultant with information needed to arrange meetings and interviews related to the scope of the consultancy.
  • Provide the consultant with logistic support as needed.
  • Validate the final products submitted by the consultant.

Key Working Relationships:

Position Reports to: WPE Senior Manager.

Position works with: M&E Team, Advocacy Coordinator, WPE Quality Assurance Manager, WPE field teams.

Requirements:

  • Graduate Degree in Social Science, Public Health, Human Rights or other fields that are relevant to the scope of the consultancy.
  • Minimum three years of relevant experience in conducting previous data analysis and research in refugee contexts in MENA region.
  • Technical expertise regarding data models, database design development, data mining and segmentation techniques.
  • Knowledge of statistics and experience using statistical packages for analyzing datasets.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant. amounts of information with attention to detail and accuracy.
  • Adhere & sign a confidentiality agreement to protect data of clients served by the IRC. This includes adhering to principles of do no harm, best interests and confidentiality throughout service provision.
  • Previous professional experience in Protection or gender/GBV programming.
  • Fluency in Arabic and English.
  • Strong interpersonal, intercultural and communication skills.
