As a mean to respond to the increasing human needs in Lebanon under multiple crises, Action against hunger is launching the roster pools project, in this initiative we will validate all interested and qualified individuals in Finance, the applicants will become a part of our active pool and shall be contacted and prioritized when we have any open position or urgent gap to fill.
Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability.. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
WE WORK IN LEBANON AGAINST COVID-19
- Focusing on Syrian refugee population and Lebanese host communities,

- Installing latrines for people with specific needs in Aarsal.
- Carrying out channel cleaning to ensure proper drainage. Distributing water through tanker trucks.
GENERAL OBJECTIVES:
Food Security & Livelihoods department is currently implementing food security and livelihoods projects in Beirut as well as Bekaa, Baalbek-Hermel, Nabatiyeh and South governorates. Our food security projects aim to prevent most vulnerable HHs to fall deeper under poverty line and further resort to negative coping strategies by providing multi-purpose cash assistance & improving food availability and access via in-kind food assistance and cash-based food assistance respectively. Besides, Action Against Hunger enables Lebanese small-scale farmers to access to recovery and/or long-term support (materials, financial, technical) that promote agricultural investment via agricultural cash grants and assets provision as well small construction and rehabilitation work. Furthermore, Action Against Hunger supports MSMEs through tailored coaching and business grants, and cooperatives through technical & business management trainings. Lastly, Action Against Hunger provides temporary employment opportunities in the form of cash for work to most vulnerable individuals in the Solid Waste Management Sector.
SPECIFIC OBJECTIVES:
These objectives are comprehensive to different positions levels; if you qualify for minimum 3 of the below mentioned objectives, then you are eligible to apply.
Objective 1: To ensure timely and quality implementation of FSL projects
- To actively engage in the beneficiary selection process under the guidance of the FSL Coordinator
- To oversee the vulnerability assessment conducted by the enumerators with the Lebanese and Syrian households that will be nominated to receive multi-purpose cash assistance (MPCA) and cash-based food assistance
- To ensure coordination of activities with the SME owners and MPCA beneficiaries in targeted areas and to communicate any issues with the Supervisor
- To follow up the vulnerability assessments conducted with vulnerable HHs and support MEAL team to identify the most vulnerable to deliver MPCA, cash-based food assistance, business grants to MSMEs and smallholder farmers as well as to enroll suitable candidates to CfW activities.
- To conduct visits to selected vulnerable HHs, focus group discussions and key informant interviews upon the request of FSL Coordinator.
- Monitor the conformity of the field works (field visits to selected HHs for the MPCA, business support or CfW) with the standards of Action Against Hunger, and as per the agreed activity planned, BoQs and contracts.
Objective 2: To contribute to the comprehension and support to the implementation of food security and Livelihood’s strategy
- To organize community meetings with the farm/business owners and MPCA and CfW beneficiaries, focus group discussions and assessments to further identify the needs of the right holders and vulnerable HHs upon the request of Supervisor and FSL Coordinator
- To support the Supervisor in the planning of livelihoods program items related with the SME support and MPCA
- Daily follow up on the FSL activities (Identification of needs of SMEs and smallholder farmers, planning for the coaching sessions, delivery and utilization of the business grant in line with the pre-defined rules & regulations) and MPCA support (vulnerability assessment, selection of beneficiaries, delivery of cash, PDM) with the Supervisor.
Objective 3: Team Management and Capacity Development
- Supervise and monitor the staff under his / her supervision
- Prepare field staff weekly and monthly workplans with FSL Coordinator in accordance with the project’s overall implementation plan
- Participate in staff training, helping to build technical capacity of staff, operators, and partners in the area of FSL
- Monitor and coach colleagues and team members, building the capacity to obtain high quality results and impacts.
- Helps to develop and execute context – specific solutions to improve collaboration, coordination and performance.
- Ensure the good respect of working condition while in office or the field, especially the respect of ACF Code of conduct and standard operation procedures for the area of operation and safety rules on the construction sites.
- Identify staff trainings needs and follow up the appropriate action with the Wash PM with recommendations of training and other capacity building majors.
Objective 4: Data Collection and Reporting
- To be involved in the final project reporting: monthly APRs intermediate and final reports
- Report the progress of the work to his / her inline supervisor and material used
- Report possible problem or conflict during the activities
- Report weekly activities and transportation needs
- Contribute to project and beneficiaries’ data collection and reporting
Objective 5: Finance, Administration, Logistics and HR
- Organize day- to-day logistic, administration and personal activities
- Manage all related program equipment and materials in close consultation with the logistic / procurement officer. Maintain and ensure proper project asset register
- Contribute to the supervision and control of expenses related with the activities of the project (Procurement planning)
- Ensure the application of the Log –Kit forums and procedures pertaining to the supply chain, procurement, transport / movement
- Supervise specific project (s) budget forecast & follow up
- Flag any deviation to the Programme Manager and propose solutions.
Objective 6: Internal/external reporting, support on the preparation of new proposals
- Participate in the design of new budget
- Support in need assessments and data collection and supervise enumerators in the field
- Provide inputs for the Activity Progress reports, weekly reports as well quarterly and final donor reports
- Attend proposal development workshops and meetings when requested
Objective 7: External representation and development of Action Against Hunger’s FSL strategies in Lebanon on sound contextual analysis
* Attend regional basic assistance, food security & agriculture as well as livelihoods working group meetings if requested
* Organize regular meetings with project stakeholders such as cooperatives, municipalities as well as suppliers and service providers
* Active participation in departmental strategy development meetings and brain-storming sessions
PROFILE
Training/ Education: Degree in social work, agriculture, economy, food security, international affairs, humanitarian action or any related field.
Technical specific knowledge: Food security and livelihoods, agriculture, economy, etc. Operations work is a plus
Previous experience: Minimum 2 years – Maximum 5 years of experience in humanitarian and development organizations. Experience with cash and voucher assistance & food parcels distribution highly desirable. Experience with complex programming highly desirable. Experience in team management is a plus.
Humanitarian sector knowledge: Good knowledge of INGOs and donor agencies procedure is highly desirable in addition to knowledge in guidelines and intervention in the country. Private Sector experience will be considered
