The primary responsibilities of the LLH PM are as follows:
PROGRAM IMPLEMENTATION
• Develop SIF capacity in the field of livelihoods projects and programs, set strategies and operational measures to effectively respond to the need.
• Provide guidance and direction for effective planning, implementation of agreed plans.
• Monitor the program and make adjustments as necessary while ensuring the quality control of overall program implementation;
• Undertake situation analyses and needs assessments (including market studies, job opportunities, assessment of vulnerability, skills, motivation)
• Maintain solid relations with the PMs in the mission and program implementing partners;
• Coordinate with Program Coordinator and technical team ensuring harmonization on the strategy
• Contribute in project design and writing proposals
• Ensure every activity has clear documentation eg. the attendance sheet, handover certificate, pre-post- tests, etc., and maintained in a clear and systematic manner.
• Serve as the Project Budget Holder and oversee effective financial management of grant/s and activities.
• Develop forms and records to document project activities.
• Support the development of monitoring and reporting mechanisms on a variety of levels and roll out new tools when required.
• Conduct regular field visits to monitor the implementation of activities, identify opportunities and constraints, and any recommend adjustments to ensure the attainment of project results.
• Develop training programs and assist in capacity building for staff and partners.
TEAM MANAGEMENT
• Participate in the staff recruitment process.
• Daily management of the LLH team, including effective communication and feedback mechanisms..
• Ensure a good communication/ coordination of information between the team members through regular coordination meetings;
• Conduct Performance Appraisals for direct reports.
REPRESENTATION
• Coordinate with government authorities, stakeholders and persons of concern to develop strategies and action plans.
• Represent SIF at relevant LLH and Food Security meetings and forums, including national and regional level Working Groups.
• Liaise with other agencies, NGOs, government bodies and donors to ensure coordination, complementarities and consideration of protection issues in assistance programs
MONITORING AND EVALUATION
• Coordinate in the preparation of quarterly and annual action plans for the implementation and management of the projects.
• Ensure strong coordination with MEAL Officer to monitor the implementation of activities.
• Ensure the engagement of people of concern in all stages of LLH project cycles.
REPORTING
• Internal Situational Reports on each project on a Monthly basis.
• Narrative reporting (intermediary and final) on all LLH projects in the appropriate SIF or donor reporting format, and to a high quality standard.
• Ensure beneficiary data collection is disaggregated gender, age and disability.
• Ensure all progress is captured in the appropriate InterAgency reporting mechanisms (eg. ActivityInfo).
MINIMUM QUALIFICATIONS AND EXPERIENCE
Education: Master’s degree in Social Sciences, Development Studies, entrepreneurship or any related field.
Experience: Minimum 3 years of NGO experience as a Manager in the field of Livelihoods, Food Security, and/or Women Empowerment,
Proven experience in overseeing programs; understanding of quantitative and qualitative data in support of program development.
Experience in the design and implementation of projects for external donors, preferably the UN (UNHCR, WFP, UNICEF, UNWOMEN), European Union/ECHO, AFD.
Languages: Excellent command of English and Arabic, French is an asset.
KNOWLEDGE, SKILLS & COMPETENCIES
• Awareness of Human Rights and Refugee Laws.
• Experienced in livelihood, market studies, vocational training program implementation.
• Experienced in proposal writing.
• Knowledge of issues relating to refugee women, gender, humanitarian and development issues, and protection response.
• Demonstrated leadership, Results Based Management, including monitoring and reporting, linking protection programs and budgets, as well as database management.
• Excellent written and oral communication skills.
• Experience in consultation and liaison with government and non-governmental officials.
• Strong organizational skills and ability to work under pressure.
• Able to establish and maintain effective working relationships with people of different cultural backgrounds.
• Strong cross-cultural communication and resilience skills.
• Able to work effectively in a multi-cultural environment.
• Confident and proficient in the use of MS Office, especially Excel and Word.
