1- GENERAL OBJECTIVE

The Health Project Manager will specifically oversee an integrated protection and health approach with an international partner INGO INTERSOS (leading consortium partner) in order to provide an improved access to gender inclusive reproductive health and protection services, with a specific focus on SRHR and SGBV.
The main activities of the program are: social and health counseling by Social Worker(s) and midwives, consultations and educational session on ANC/PNC at PHCCs and community level by midwives, Birth Cash Assistance (BCA) for identified vulnerable pregnant and adolescent women/girls, community awareness session through community health clubs and distribution of NFI kits, referrals for identified GBV cases upon the pathway established with INTERSOS.
The Health Project Manager is responsible for the management and implementation of the GAC project in Akkar and Tripoli (T5), in partnership with the other partners such as INGO INTERSOS and according to the timeframe defined with the donor and he/she is accountable for the quality of the activities and deliverables.
The Health Project Manager will work under the supervision of the Deputy Field Coordinator/Field Coordinator for Akkar and T5 (Tripoli).
The Health Project Manager position’s major objectives are to properly achieve the following global tasks:
Proper implementation of all aspects of the project (activities and financial follow up);
Team management of PU-AMI’s staff allocated to the grant (Health Team Manager, Midwives, Social Worker(s));
Regular reporting (i.e. narrative and financial monthly, quarterly reporting, semi, annual and final reporting);
Capitalization of the lessons learnt for future interventions;
Coordinating with INTERSOS (as leading agency of the grant) for the overall implementation of activities in the field.
2- RESPONSIBILITIES AND TASKS
1. MANAGEMENT OF THE OVERALL PROJECT ACTIVITIES
Manage the project in line with the project’s documents and activity forms;
Prepare, manage and regularly update the project work plan;
Ensure timely and quality implementation in compliance with the defined project strategy as well as PU-AMI and donor guidelines;
Work in close collaboration with Deputy Field Coordinator/Field Coordinator and the Health and Protection departments in Coordination office on the strategy, quality of activities, technical choices to be made, and reporting obligations;
Ensure the proper functioning of the program and its compliance with the goals defined in the proposal(s);
Track the defined performance indicators, and report the progress, improvements or reorganization of needs to the line manager;
Prepare monthly reports, quarterly and six months’ reports including narrative ones as well other ad hoc reports, according to PU-AMI’s procedures and donor’s requirements;
Transmit internal and external reports to Deputy Field Coordinator/Field Coordinator while making sure to meet the internal deadlines for endorsement and the external contractual deadlines (with INTERSOS and donor);

Ensure the integration of activities with other PU-AMI projects ongoing for the area of intervention (i.e. MADAD, AFD, BPRM, etc.), and the coordination with other managers to guarantee complementary of the actions with ongoing PU-AMI’s interventions in both governorates;
Guarantee the suitability of the program and its accordance with the health and protection policies and strategy of PU-AMI in Lebanon;
Contribute to elaborate trends and situation analysis when requested.
2. FINANCIAL MANAGEMENT AND BUDGETING
Prepare and ensure regular update of financial plan, including forecasting and the FFM tool monitoring;
Manage the aid expenditures related to the grant;
Ensure follow-up and control of project expenditures according to the forecast;
Analyze and propose solutions of reallocation if needed, after receiving a monthly updated budget (FFU) follow-up from the Admin/Finance Department at the base level;
Approve expenditures and re-allocations within his/her budget domain;
Plan and monitor expenditures to take place during the grant period to avoid any over, under or ineligibility of costs according to the donor’s rules and procedures;
Hold the final responsibility for verification of all support documents for the payments (OVs, BCA);
Verify the list of expenditures occurred and responsible for the bi-monthly forecast for the grant;
Contribute whenever requested, with the supervision of the Deputy Field Coordinator/Field Coordinator, to budget revision including No Cost Extension/Cost Extension or budget modifications.
3. PROCUREMENT AND LOGISTIC FOLLOW UP
Prepare purchase requests, verify and approve purchase orders, in line with the budget and the procurement plan for the grant;
Ensure purchases of goods, services and supplies are in line with the relevant PU-AMI procurement guidelines and procurement plan;
Address his/her logistical needs to the Logistic Manager, and in line with available budgets and in coordination with Deputy Field Coordinator/Field Coordinator;
Respect the purchasing rules specific for the program, in order to ensure that the requests are realistic in line of procurement timelines;
Contribute, when requested by Deputy Field Coordinator/Field Coordinator, to bid analysis and call for tenders, in cooperation with the base logistic department;
Communicate with the Logistics Manager and the Logistic Department on a weekly basis about the needs related to vehicles and communication equipment, including IT and assets, for the implementation of the program;
Organize the logistical components of his/her program, including distribution plan, delivery, on-site organization in cooperation with her/his team and the Logistic Department at the base level.
4. IMPLEMENTATION, MONITORING AND INFORMATION SHARING OF THE PROGRAM
Ensure that direct beneficiaries, PHCC staff, local communities (OVs) and hospitals staff understand the project objectives and participate actively in the implementation;

Plan accordingly activities based on an effective timeline and working plan. In case of delays, directly inform Deputy Field Coordinator/Field Coordinator, Health and Protection departments and propose solutions;
Ensure the implementation, monitoring and evaluation of activities according to the MEAL plan with the support of the MEAL Manager and Deputy Field Coordinator/Field Coordinator;
Contribute to the definition of MEAL tool for the program monitoring (PIS, PDM) in cooperation with the MEAL Manager, Deputy Field Coordinator/Field Coordinator and technical departments (health and protection);
Undertake analyses and transmit the data analyzed to the Deputy Field Coordinator/Field Coordinator, Health and Protection departments in Coordination office;
Produce and disseminate reports of the monitoring and evaluation exercises, when requested;
Ensure proper archiving of all the documents, tools and training materials produced in the context of project/s and ensure the availability of the verification sources mentioned in the proposals.
5. TEAM MANAGEMENT AND CAPACITY BUILDING
In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management and support when needed in: drafting job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;
Brief newly recruited personnel under his/her management on their roles and responsibilities;
Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department;
Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
Provide technical support and guidance to subordinate(s) and team members;
Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or other when required);
Create coordination mechanisms specific to the team, and ensures proper supervision on daily basis;
Ensure qualitative coordination between PU-AMI team and INTERSOS team in the field, promoting regular exchange and meeting to discuss specific topics;
Identify and anticipate training and capacity building needs of the team supervised based on appraisals conducted and needs detected;
Solve team conflicts and ensure team building and discipline.
6. SAFETY AND SECURITY MANAGEMENT OF STAFF
Ensure that bases security rules, contingency planning are very well known by the team falling under his/her responsibility, and that safety rules are respected by each team member;
Report any safety issue during movement, activity implementation or threats received in the field to the security focal point or Field Coordinator;
Immediately stop or freeze any operation or activities in case of threat, and alert the security focal point or Field Coordinator without delay, in case of immediate or real danger to the team;

Ensure that project/s, methodologies, or selection criteria do not harm beneficiaries, PU-AMI staff or any other persons;
Ensure the safety of her/his team while in the field implementing activities, using all the safety measures, specifically adhering to COVID-19 preventive measures (i.e. mask, gloves, gel, etc.);
7. REPRESENTATION, LIAISON AND EXTERNAL COORDINATION
Attend and actively participate in relevant meetings with local partners, stakeholders and donor for health and/or protection topics, and provide qualitative minutes/reports when requested by the line manager at the regional level;
Actively participate to specific fora related to the main activities implemented (i.e. Health meeting groups, RH group or GBV) or when is requested by the line manager at the regional level;
In the event of visits from Donors, participate actively in the preparation and the smooth organization of the visit;
Organize regular bilateral meetings to provide updates on PU-AMI’s activities within INTERSOS program manager and INTERSOS team;
Engage in bi-lateral meetings with other INGOs and NGOs active in relevant sectors and geographical areas to avoid duplication. Ensure coordination and referral and work for complementary efforts;
Ensure systematic information and update sharing with the Deputy Field Coordinator/Field Coordinator;
Participate in the monthly Health meeting, base meetings and any ad-hoc meeting(s) when necessary;
Ensure proper coordination with other health team members under other projects.
8. REPORTING
Translate donor’s requirements into reporting deliverables;
Ensure that all data is operationally accurate before sharing with the Deputy Field Coordinator/Field Coordinator and Coordination Office while meeting deadlines;
Be responsible of filling the Monitoring Tool according to the indicated guidelines;
Monitor and report any trends concerning project implementation through the reporting tools and SOPs;
Draft and deliver routine and ad hoc reports when needed to understand various aspects of the project’s outcomes;
Assist in monthly and quarterly data analysis and provide feedback;
Identify, lead, and oversee project's reporting needs to establish an effective reporting cycle and report for any delay during the project implementation.
9. CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS
Participate in identifying health and protection related needs in coordination with the Deputy Field Coordinator/Field Coordinator and technical departments in Coordination office;
In the context of identifying new operations, and together with the Deputy Field Coordinator/Field Coordinator, contribute to the preparation of new project proposals;
Undertake needs assessments when requested by Deputy Field Coordinator/Field Coordinator;

Cooperate with Deputy Field Coordinator/Field Coordinator and other Project Managers at the base to the national mission strategy, and ensure integration of health and protection in the country strategy;
The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.
4. MAIN PRIORITIES OF THE DEPARTMENT – FOR FIRST 3 MONTHS OF EMPLOYMENT
Facilitate a better activities integration between SHR and GBV sectors of intervention;
Promote integration of teams (PUI and INTERSOS) in activities follow up; QUALIFICATIONS MANDATORY REQUIREMENTS - Language Skills: Fluent in Arabic and English (speaking/ reading/ writing). - Education Degree: University degree in Health or similar fields; accepted also social/protection degree but with strong/solid background/experience in health. - Work experience: General management experience, preferably minimum experience of 2 years in a management role or health management role/Health project manager, or health team manager. Proven experience with international INGOs as a must. - Knowledge of the project cycle management and logical framework; ability to monitor activities’ indicators. - Excellent knowledge of Akkar and North Governorates and needs prevailing in the area - Excellent writing and analysis skills are mandatory. - Excellent knowledge of SRHR, challenges and barriers in Lebanon; - Good knowledge of the protection sector, including being familiar with protection principles, protection risks (including GBV risks), profiles at risk (including LGBTIQ+), case management processes and safe referral processes is an asset. - Knowledge of the SHR framework and ANC/PNC protocols from MOPH and experience with Phenics system for data analysis and reporting; - Preferable experience at community level and with local PHCCs; - Computer skills: Excellent knowledge of the MS office software including Word, Excel, Outlook. - Other requirement - Valid driving license (For minimum 1 year) Assets - Other knowledge: Acquaintance with INGO' rules, procedures, regulations and humanitarian principles - Transversal skills - Honest and trustworthy - Motivated and dedicated to his/her job - Excellent communication, conflict solving and diplomacy skills to manage relationship in potentially tense situations - Strong motivation to help people in need - Understanding of the political situation in the area
