Regional WASH Officer

Main Role

The WASH Officer will report to the Regional Programme Manager and be based at the AutRC Office in Beirut. She/he will be responsible for monitoring WASH projects in Lebanon and Syria, as well as supporting the Regional Programme Manager with internal and back-donor reporting, programme planning, and proposal-writing. The WASH Officer will closely coordinate with the LRC/SARC WASH team to assure proper implementation of WASH programmes.

Essential Roles and Responsibilities

  • Maintain effective and efficient oversight, support, quality control, and reporting systems and processes
  • Conduct regular field monitoring, ensure compliance with project agreement (PoA, activity description, logframe).
  • Monitor hard WASH, hygiene promotion, and environmental WASH activities related to the AutRC program/project implementation in the different target communities, including regular visits to observe the progress of program/project implementation.
  • Ensure updated project documents for quality and timely monitoring of projects.
  • Maintain database/archive/records of reports and project documents.
  • Support in assessing the appropriateness of WASH programming options and request modifications if required.
  • Adhere to reporting guidelines for field trips, training, participation at events, etc.
  • Monitor the activity planning as per set targets (monthly, quarterly, annually) and deadlines by the Program/Project Plan of Action in close collaboration with the LRC/SARC WASH team and report to the Reg. Programme Manager.
  • Monitor and evaluate the programme's implementation to determine more areas for improvement and best practices, make recommendations for planned activities.
  • Facilitate and support in organizing planning meetings and workshops when required.
  • Ensure that gender, protection, the environment, and other important cross-cutting concerns are considered in program design, implementation, and reporting. Ensure that activities reflect the needs of specific groups and individuals, e.g. elderly people, children, and people with disabilities, as set per project agreement.
     

Operational/Technical Roles and Responsibilities

  • Contribute to tool development, planning sessions, and attend coordination meetings as requested by the Reg. Programme Manager.
  • Plan, monitor, and analyse all WASH Program activities. Provide technical support and adequate solutions to LRC/SARC WASH team, if needed.
  • Support technically the design and implementation of WASH trainings as per set timetable and budget. Facilitate organisation and delivery of trainings upon request.
  • Coordinate closely with the LRC/SARC WASH team on all relevant issues to ensure a successful and complete WASH program implementation on all levels.

Duties applicable to all staff:

  • Abide and work in accordance with the Red Cross and Red Crescent Principles, as well as the Red Cross Staff Code of Conduct.
  • Perform any other tasks assigned by line manager.
  • Perform tasks independently and take responsibility for the assigned.

Function Specific Experience

  • Experience in Project Management
  • Sectorial experience in, e.g. WASH programs, hygiene promotion activities, environmental activities, community-based approach
  • Previous experience in participatory hygiene promotion activities is an asset
  • Experience in designing and delivering trainings is a plus
     

Industry Related Experience

  • Previous experience in working with NGOs
  • Previous experience as an LRC staff member or volunteer is an asset
