Researcher and Measurement /Evaluation consultant

3 - Purpose of recruitment:

SEE Change project will launch a comprehensive Social Justice Incubation Program that will be providing technical and financial resources to support the scale-up, social and economic impact of 20 new social economy initiatives in Lebanon.

COSV - seeks to recruit an Impact for policy researcher and measurement and evaluation consultant with the following responsibilities to be delivered along the project’s lifetime:

• In coordination with Design, Monitoring and Evaluation Coordinator and the Project Team; the Impact for policy researcher and measurement and evaluation consultant has to implement M&E methodologies by collecting and sharing as per Log-frame the predefined activity-specific Means of Verifications for the SEE CHANGE project
• Ensure the systematic timeliness of the data collection as per designed Action plan and Internal Monitoring Framework
• Contribute producing Baseline and Endline reports, as well as organizing their logistics, related to the implementation of the specific project activities
• Archive, catalogue and disaggregate the collected data so to respond to the internal monitoring system tasks and forecasted outputs
• Contribute to the update of the See Change Project M&E Framework so to harmonize it with the M&E COSV Programme Framework.

• Work in close collaboration with internal counterparts to strengthen the quality and consistency of monitoring and evaluation activities in the field, in strict coordination with the PM
• Co-operate with the MENA Monitoring Unit to ensure that data are collected and catalogues as per Action plan, assisting and performing problem-solving procedures when requested
• With the supervision of the Design, M&E Coordinator, provide technical support on monitoring the ongoing activities to the staff and partners on the ground;
• Ensure that all documentation is in place, filed up as hardcopies and - when needed - digitalized
• Participate to the activities related to the Social Justice Incubation Program, including community gatherings and field visits all around Lebanon.

4 - Qualification criteria

Experience required:

• Bachelor’s university degree preferably in Development Studies, Law, Political or Social Science, International Relations, or a related field from an accredited academic institution
• Strong knowledge of theoretical and applied PCM tools and procedures
• A clear understanding of ToC essential concepts and application
• Full proficiency in English is a must, knowledge of Arabic language is considered a strong asset
• Strategic capacity to analyze complex environments, assessing risks and needs from a variety of sources
• Previous work experience in conflict-affect areas is a desirable asset
• Proven Experience on M&E, assessment and data collection; knowledge of KoBo is an asset
• Proficiency in IT; good working knowledge of word processing and spreadsheet programs, particularly MS Word and MS Excel
