Case Management Team Leader - South

Terre des hommes- Lausanne is seeking a qualified Case Management Team Leader - South.

In local contexts, the Case Management Team Leader:

  • Promotes, facilitates and encourages the achievement of the action plan objectives.
  • Supports the case workers in the field with children, families and stakeholders of the project locations he/she is allocated to.
  • Is a Tdh focal point in the community and represents the organization.
  • Facilitates, collects and reports information regarding the overall situation of the children and their families in the community, with specific attention paid to the project children.
  • Identifies, networks and connects child protection resources to the child, community and community structures.
  • Supports and assists in the network mapping of resources specific to the locations he/she operates in.
  • Shares child protection resources and information both within the Tdh staff structure and the community he/she operates in.
  • Promotes and ensures the principles of child participation are respected within the Tdh project and with identified child protection resources.
  • Informs his/her direct supervisor about any difficulty met in Tdh activities implementation.
  • Ensures a strict adherence to Tdh Child Protection Policy at all times, including respect for confidentiality and child centered approach, and acts in the best interests of the child.

Under the management of the Child Protection Project Manager, the Case Management Team Leader performs the following tasks:

Team leadership:

  • Coordinates the case workers team and ensures that objectives are completed in a qualitative and quantitative manner in due time.
  • Supervises their work from a technical perspective and conducts on spot checks to ensure good quality is applied with the children and their families.
  • Liaises with the project manager for the case worker team.
  • Reports activities and needs to the project manager.
  • Attends the CP working group and represents Tdh in other meetings and trainings while taking MoM.
  • Collects all data, reports, achievements, challenges…etc from the case workers and communicates them with the project manager.
  • Manages all PWARs and PSRs requested by the case workers, guides the case workers in identifying the needs of the children in order to ensure that they are relevant, and keeps track of the purchasing and distribution of all the items and the submission of their delivery notes.   
  • Keeps track and follows up on M&E deliverables.
  • Conducts case management, case conference, case discussions and individual meetings with the case workers on a regular basis.
  • Coordinates with the Senior CP CM Technical Officer and shares the findings of the individual meetings with him.
  • Coordinates with the local authorities and other stakeholders in the areas we are working in when needed.
  • Contributes to the capacity building process of the current and any new case workers.
  • Responsible for the coordination with UNHCR and other actors in the South.

Child Protection Resources:

  • Identifies, liaises, promotes, facilitates, coaches and when necessary delivers training to child protection resources with a view to strengthening their capacity to respond to child protection needs.
  • Assists in the coordination and delivery of community child protection awareness raising events as determined by project objectives.
  • Assists in the production of a referral pathway tool, clearly identifying both formal and informal child protection resources.

Case Management:

  • Supports in the primary case management responsibility to project targeted children.
  • Ensures that risk assessment, case mapping and exit planning is conducted.
  • Ensures that the case workers are responding in a prompt and timely manner to children determined and identified at ‘high risk’ through project activities and are acting in the best interest of the child.
  • Promotes, ensures and establishes the child as a central actor in case management practices.
  • Supports in linking the child, his/her family and community to child protection resources and networks of assistance.
  • Ensures that the case workers are maintaining case management files to a high standard, complete with up-to-date information.
  • Supports, if needed, the animators in their recreational activities.
  • Responsible of the revision of BIA, BID and PCAP.

Relief distribution:

  • Participates in the identification of the beneficiaries.
  • Participates in the monitoring of the lists.
  • Participates in the organization of the distributions.
  • Assists in delivering the support to the intended beneficiaries, if needed, with respect and dignity.
  • Organizes the distributions: sites planning, schedule, information to the stakeholders, governance actors, beneficiaries, and logistics arrangement with the logistics department.
  • Ensures the proper recording of the distribution (filling of delivery papers, signing of distribution lists, returns forms…).
  • Ensures the proper handling of the relief items on distribution sites, during transportation and the recording of each item’s movement.

Monitoring:

  • Participates in the monitoring of the use of the support using the methodology developed with the Project Manager.
  • Performs home visits for post distribution monitoring, using questionnaires.

 

Reporting:

  • Ensures data is collated to prove the achievement of project objectives.
  • Assists in the design, maintains and uses data collection systems and punctual reporting to enable measurable results to prove the achievement of project objectives.
  • Provides reports as required and directed by the Project Manager on the distributions, the monitoring, and the case management.
  • Participates in the post-distribution monitoring reports.

Non-Violent Communication:

  • Adheres to the principles of the NVC process while in communication with all project actors, including colleagues.
  • Ensures that conflict is addressed with the principles and process of NVC with all project actors and colleagues.
  • Supports and assumes responsibility, if necessary, for conflict transformation activities and actions.
  • Assists the Tdh T&D department regarding identification, referral and intervention in child protection related conflict events, mediation, training and coaching of resources.

Project Neutrality:

  • Ensures that Tdh’s project actions or activities are non-biased, neutral and inclusive of all actors present in the Lebanese, Syrian and Palestinian refugee contexts.
  • Reports any breach of neutrality, even if perceived but not true, to the Project Manager.
  • Promotes and ensures that all actors, regardless of political or non-political affiliations, are aware of Tdh’s project’s neutrality and activities with all actors in the context.

Organisational Policies:

  • Respects the Tdh’s Global Code of Conduct (GCD), Child Safeguarding Policy (CSP), Prevention from Sexual Exploitation and Abuse Policy (PSEA) and Policy on Gender and Diversity and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP/PSEA Focal Point with any information regarding potential breaches of the policy.
  • Is aware of, abides by and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures and other policies.
  • Undertakes all other duties that may be requested by the line-manager and that are compatible with the job.
  • Participates actively in weekly and monthly coordination meetings with the line manager.
  • Supports other teams and the line manager.

Job qualifications, and competencies:

Academic Background: BS in Social Work.

Experience: 5 to 6 years of experience.

Professional Competencies:

  • Child protection including access to justice knowledge, international principles & standards related to child rights, child-friendly justice, restorative justice, etc., sense of responsibility, trustworthiness & ethics, good & professional attitude).
  • High level of planning, follow up and analytical skills.

  • Good communication and facilitation skills.

  • Good Arabic and English skills (written and spoken).
