Qarama is a non-profit, non-governmental organization that is dedicated to helping vulnerable and marginalized regain their dignity. At Qarama, we define dignity as the quality of being worthy of honor and respect. This lack of self-worth has left many in a vulnerable state, unable to protect their most basic human rights.
A passion project that has been 10-years in the making, Qarama is on a mission to imprint on the lives of many in need and change the disposition and transfer their grim realities. Our objectives are child protection, gender equality, mental health, and freedom of expression. The lack of these, has left a majority of the population vulnerable. By tackling these issues together, we will restore the dignity of so many in order to reinforce social stability.

Guiding Principles:
- Qarama’s prime motivation is to alleviate human suffering amongst the most vulnerable members of society. We recognize our obligation to provide humanitarian assistance wherever it is needed in our scope of work.
- Qarama’s aid is given regardless of the race, creed or nationality of the recipient, and without adverse distinction of any kind. Aid priorities are calculated on the basis of urgency of need.
- Qarama’s aid will not be used to further a particular political or religious standpoint, nor will we tie the promise, delivery, or distribution of assistance to the embracing or acceptance of a particular political or religious creed.
- Qarama shall endeavor not to act as instruments of government policy. We will never allow ourselves to be used to gather information of a political, military, or economically sensitive nature for government or other bodies that may serve purposes other than those which are strictly humanitarian
Under the supervision of the President and in coordination with other team members, the Project Coordinator has the following specific responsibilities:
- Supervise and manage the performance of the case management team and ensure that the teams are adhering to child protection guiding principles, code of conduct, child safeguarding policy and the National Standard Operating Procedures for the Protection of Juveniles.
- Provide technical support to the case management team in the delivery of the CM and PSS activities as per project proposal and budget.
- Conduct trainings and workshops for the teams in priority capacity building areas.
- Ensure all case management staff have a strong understanding of their role as advocates for vulnerable children and youth within the judicial system.
- Ensure weekly/ monthly activity plans and reports are in place.
- Proactively identify challenges and gaps in the technical and operational needs of the organization to identify solutions to improve systems in place.
- Ensure weekly case management review meetings are being conducted in the region.
- Call for case conferences with other CP partners when needed, or support case managers to do so.
- Represent Qarama in interagency child protection meetings, coordination meetings and other relevant meetings at national level, as well as at local level as needed.
- Coordinate with Child Protection Working Groups in all the regions to ensure thatQarama is aware of updated referral pathways and services mappings, which are to be shared with staff.
- Ensure all teams have access to emergency shelters and that regular coordination is maintained with key interim shelters for children.
- Ensure that regular coordination meetings are held between ISF, General Prosecutors, Juvenile Judges to highlight high risk cases in need of immediate intervention, highlight challenges in the management/coordination of cases with the GP and/or JJ, receive feedback on the performance of Qarama’s case managers and caseworkers and advocate for the Best Interests of the Child.
- Coordinate with the program manager on an ongoing basis regarding the materials needed in all offices, ensure procurement plans are up to date and materials are delivered to the case management teams in the 6 regions in a timely manner with all necessary documentation.
- Continuously strive to further develop own technical skills & knowledge through trainings and other capacity building activities, and support team in accessing regular capacity building activities as well.
- Ensure the documentation of all requested court appointments is shared in a timely manner with the relevant teams.
- Oversee the case management database and ensure data is entered correctly on an ongoing basis.
- Review data collected to analyze cases of child protection and children in conflict with the law to identify trends across Lebanon and areas where advocacy is needed.
- Ensure emergency cover schedules are in place in each office and regularly reviewed, and night shifts are maintained as and when required on a regular basis.
- Supervise and mentor the case managers, including communicating clear expectations and providing regular and timely performance feedback;
- Promote and monitor staff care, staff motivation and well-being; organize staff activities to promote staff wellbeing and motivation if and when appropriate; ensure leave requests are managed in a way so as to ensure adequate coverage.
- Ensure all case managers and caseworkers comply with the organizations’ Code of Conduct and Child Safeguarding Policy, and take steps to implement disciplinary measures to address misconduct in coordination with the program manager.
- Conduct regular performance evaluations and provide feedback to staff on areas for improvement and areas of good practice.
- Proactively identify and communicate challenges in program implementation, national systems and /or complex cases to the program manager to strive for better systems in the best interest of the child.
- Deliver high quality, accurate and timely technical reports.
- File all relevant project documents in line with Qarama’s requirements.
- Ensure compliance with applicable donor and Qarama’s policies and regulations.
- Attend trainings physically and online when needed.
- Any other duties relating to the nature of the job as requested by the supervisor.
The successful Consultant must be a self-directed individual with the following qualifications:
Basic Qualifications:- University degree in a relevant field.
- Proven capability and experience in conducting similar assignments.
- Previous experience in the human rights sector in Lebanon.
- Previous experience in Project and Grant Management.
- Minimum of 2 years’ experience.
- Familiarity with the Lebanon Crisis Response Plan.
- Familiarity with the socio-cultural context of Lebanon and the social, cultural, political and religious sensitivities relevant to the above-mentioned areas.
- Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
- Excellent interpersonal and problem-solving skills, creativity and flexibility.
- Fluency in Arabic and English, both written and verbal.
- Medium level of knowledge and practice with Word, Excel, PowerPoint, Outlook required.
- Effective team player, able to develop and maintain effective work relationships.
- Flexible, creative, and problem-solving oriented.
- Ability to multi-task, prioritize, and cope with competing demands under tight deadlines.
- Strong commitment to humanitarian principles.
