Finance Officer

Main Role
The Finance Officer will be responsible for providing financial support to programs and operations teams, and liaise with the LRC Finance Section. The Finance Officer assists in managing the daily budgetary operations of the Disaster Management Sector during day to day operations and during response to disasters. S/he also follows up with the financial service provider performing the cash loadings related to the DMS cash programming.

 

Essential Responsibilities and Duties

Finance Operations:

  • Provide advice and guidance to the programs and operations management teams on overall financial management
  • Prepare quarterly and bi-annual cash requests and annual cash flow forecast in compliance with the LRC financial procedures
  • Ensure timely preparation and review of projects’ financial reports in coordination with the LRC finance section
  • Periodic preparation of projects’ fund balances and ensure sufficient funding for effective implementation
  • Based in inputs from the program managers, timely prepare project budgets and arrange for budget reallocations and budget top-ups.
  • Monitor projects’ budgets and report on budget approvals
  • Monitor and ensure that cash request funds are properly transferred on a timely basis
  • Ensure a smooth coordination between the DMS and the finance department
     

Finance Control:

  • Ensure a regular consolidated budget expenditure progress update
  • Manage records and receipts
  • Reconcile daily, monthly and yearly expenditures
  • Prepare balance sheets
  • Process all the invoices related to DMS projects and centers’ operations
  • Insure the management of financial resources through constant validation of financial documents (budgets, financial reports, cash-flow forecasts...) and a cross check of the accounting documents between finance department and the administration of the DM Unit
  • Perform periodic financial analysis to detect and resolve problems
  • Report to the support services coordinator regularly on budget expenditures. This includes analyzing costs and forecast fund needs.

 

Coordination:

  • Meet regularly with the program managers to validate budget expenditures
  • Constant support to the EcoSec program to ensure smooth loadings to the cash programming beneficiaries. This includes coordination with the financial service providers (banks, money transfer agents, etc…)
  • Meet with Partner National Societies in relation to budgets follow ups and needs for budget reviews

Function Specific Experience

  • Demonstrated proficiency in the use of computerized systems and other software applications including Microsoft office.
  • Good interpersonal skills including the ability to communicate effectively with staff, suppliers and stakeholders.
  • Ability to work effectively within a team environment and to work with minimum supervision to achieve desired outcomes.
  • Well-developed time management and organizational skills with the ability to prioritize workload and maintain strict deadlines.
  • Able to work under pressure and overtime whenever necessary.

 

Industry Specific Experience

  • Experience in similar volunteer-based organizations or humanitarian organizations is preferred
